About Doris Mollel Foundation

The Doris Mollel Foundation (DMF) is a non-profit organization registered under the laws of Tanzania. The Foundation is dedicated to ending maternal and newborn deaths and advancing adolescent reproductive health in East Africa. Its work focuses on improving neonatal care, advocating for better maternal and newborn health policies, and advancing adolescent reproductive health and well-being.

Expression of Interest

The Doris Mollel Foundation invites individual professionals, established firms, companies, and agencies to express their interest in supporting the Foundation's work across Tanzania.

DMF is looking for experienced professionals and organizations with a strong hands-on track record. In addition to technical expertise, applicants should demonstrate fresh thinking, sound judgment, and the ability to lead and represent projects effectively when working with partners, government institutions, and the public. Experience managing projects and programs from start to finish is an added advantage.

Areas of Focus

DMF welcomes applications from individuals and firms in the following areas:

1. Architecture

Registered architects or architectural firms, including AQRB-registered or equivalent professionals in good standing, with at least 5 years of experience leading the design and construction supervision of institutional or healthcare facilities from concept through completion.

Applicants should demonstrate:

• A portfolio of comparable completed projects.
• Experience with functional planning for clinical spaces, including patient flow, infection prevention layouts, maternity units, and newborn units.
• Knowledge of national health facility design standards and requirements.
• Experience coordinating multidisciplinary consultant teams.
• Ability to produce full working drawings and tender documentation.
• For landscape architects, experience in site planning, stormwater management, external works, green spaces, and safe, healing, patient- and family-friendly environments.
• Relevant professional certifications such as AQRB, Architects Association of Tanzania, RIBA, or equivalent.
• Green-building credentials such as LEED or EDGE are an added competitive advantage.

2. Civil / Structural Engineering

Registered civil or structural engineers or engineering firms, including ERB-registered or equivalent professionals in good standing, with at least 5 years of experience leading the delivery and full-time site supervision of building or infrastructure projects.

Experience should include:

• Structural design.
• Preparation and review of technical drawings and specifications.
• Works supervision and quality assurance.
• Contractor and clerk of works management.
• Delivering projects on time, within budget, and to required standards.
• Familiarity with Tanzanian building regulations.
• Knowledge of geotechnical and site conditions.
• Health and safety compliance.
• Problem-solving.
• Contract administration.
• Reporting.

3. Quantity Surveying

Registered quantity surveyors or QS firms, including AQRB-registered or equivalent professionals in good standing, with at least 5 years of hands-on experience managing the full cost function on comparable institutional or construction projects.

Applicants should demonstrate experience in:

• Cost planning and estimating.
• Preparation of bills of quantities.
• Tender and procurement documentation.
• Bid evaluation.
• Interim valuations and payment certificates.
• Variation and claims management.
• Contract administration through to final account.
• Measurement standards.
• Cost control.
• Value engineering.
• Identifying and managing cost and contractual risks.

4. Maternal, Child Health (MCH) and Newborn Programs

DMF is seeking program managers or MNCH specialists with experience designing, leading, and scaling maternal, newborn, and child health programs across multiple sites or regions.

Applicants should have:

• NGO and institutional-donor experience at management or supervisory level.
• A Master's degree in Public Health, Health Systems Management, Health Policy, Medicine, Nursing, Public Administration, or a related field.
• At least 8 years of progressive experience in health systems strengthening or related health programs, including management of donor-funded projects.
• Experience leading multi-stakeholder programs involving government institutions, development partners, and implementing organizations.
• Strong understanding of maternal, newborn, and child health systems, policies, and priorities in Tanzania.
• Experience in program design, implementation, budgeting, monitoring, reporting, quality assurance, and risk management.
• Clinical or advanced academic qualifications such as MMed, MPH, or PhD are an added competitive advantage.

5. Business Development

Business development managers, specialists, or firms with at least 5 years of experience leading resource mobilization, partnership development, proposal development, and grant development, preferably within the non-profit or development sector.

Applicants should demonstrate:

• A proven record of funds mobilized, including concrete examples and amounts.
• Prospect research and pipeline management skills.
• Proposal and sponsorship package development.
• Corporate and institutional partnership development.
• Donor cultivation, stewardship, and recognition.
• Ability to identify opportunities and build and convert a business development pipeline.
• Experience cultivating corporate, philanthropic, and high-net-worth relationships.
• Knowledge of East Africa's donor, corporate, and philanthropic landscape is an added advantage.

6. Environmental (EIA/ESIA) Expert

Registered environmental experts or environmental/EIA firms, including NEMC-registered or equivalent professionals in good standing, with at least 5 years of experience conducting environmental and social impact assessments and preparing and monitoring Environmental and Social Management Plans.

Applicants should demonstrate:

• Experience conducting registered ESIAs through NEMC certification.
• Knowledge of the Environmental Management Act and EIA and Audit Regulations.
• Experience identifying and mitigating environmental and social impacts.
• Stakeholder consultation experience.
• Environmental and social monitoring.
• Compliance reporting throughout the project life cycle.
• Experience with institutional or healthcare construction projects is preferred.
• Familiarity with donor safeguard requirements, including the World Bank Environmental and Social Framework or IFC Performance Standards, is an added advantage.

7. Finance

Finance managers with full responsibility for program, project, or organizational budgets, grants management, audits, and donor compliance.

Applicants should have:

• A Master's degree in Accounting, Business Administration, or an equivalent field.
• CPA(T) or equivalent professional qualification.
• More than 5 years of working experience, with demonstrated leadership being an added competitive advantage.
• Experience with NGOs, government institutions, or private-sector organizations managing multiple financiers is an added advantage.
• Experience using computerized accounting systems such as SAGE 300 ERP, EPICOR, or similar systems is an added advantage.

8. Procurement

Procurement officers or managers with full responsibility for sourcing, tendering, contract management, and supplier performance across programs.

Applicants should have:

• A degree in Procurement and Supply Chain Management, Business Administration, or an equivalent field.
• Registration with the Procurement and Supplies Professionals and Technicians Board (PSPTB) as a CPSP or equivalent.
• More than 4 years of working experience, including demonstrated leadership.
• Familiarity with donor and institutional procurement rules.
• Understanding of value-for-money principles.
• Experience procuring for NGOs, government institutions, or multi-financier organizations is an added advantage.

9. Journalism

Experienced journalists or media agencies with a demonstrable portfolio in storytelling, documentation, and reporting, preferably within the health, development, or non-profit sectors.

Applicants should demonstrate:

• A strong portfolio covering written features, photography, and video.
• Ethical field documentation and consent practices.
• Experience working with vulnerable groups, including mothers and newborns.
• Strong narrative and investigative reporting skills.
• Ability to translate complex health and programmatic work into compelling public-interest stories.
• A record of published or broadcast work with reputable media outlets.
• At least 4 years of experience.
• Experience with major international media organizations such as BBC, CNN, Al Jazeera, or VOA, or leading Tanzanian media houses such as Mwananchi Communications, The Citizen, Daily News, or equivalent organizations, is an added competitive advantage.

Additional Requirement

Strong project and program management capability is welcome across all areas of focus.
