Human Resource & Administration Manager

Liugong East Africa CO., Limited is looking for an experienced HR Manager professional to be based in Tanzania. The role will independently lead all human resources and administrative functions in-country while supporting recruitment across Uganda, Rwanda, Burundi and South Sudan.

Responsibilities

HR

  • Manage end-to-end recruitment for Tanzania and surrounding countries.
  • Develop and maintain local hiring channels in each market.
  • Design and implement performance appraisal systems and KPIs.
  • Build a performance-driven promotion and talent management framework.
  • Draft and maintain the Employee Handbook;
  • Manage contracts, attendance, leave approvals, and handle labour disputes across the region.
  • Process monthly payroll, ensure statutory deductions (social security & income tax) per Tanzanian law, and control overall HR budget.

Office & Admin Management

  • Oversee office procurement and supplies, vehicle management (leasing, maintenance),
  • Manage visa processing for expatriate Chinese staff.

Qualifications

  • Bachelor's degree or above in Human Resource Management, Business Administration, Law, or a related field.
  • Minimum 5 years in HR and administration; experience in Chinese-invested or multinational firms preferred; multi-country East African experience is an added advantage.
  • Strong knowledge of Tanzanian labour law, social security, income tax and visa regulations; familiarity with Regional labour laws.
  • Fluent English required; Chinese is a strong advantage;
  • Demonstrated experience building an HR function from scratch
  • willingness to travel regionally.
  • Attention to detail and good judgement
