Overview of the Opportunity

  • Position title: Program Officer/Health Systems Data Analyst
  • Practice/department/team: Health Systems Strengthening
  • Reports to: Country Program Director, Tanzania
  • Term: Full-time, 2-year position
  • Location: Tanzania. This role is a hybrid position, with a mix of remote work and in-office days and some domestic and/or international travel, when required.

Position summary: The Health Systems Data Analyst will support R4D’s health systems work in Tanzania by managing, integrating, analyzing, and visualizing data for planning, resource allocation, implementation, and performance management. Working across the Mifumo Imara ya Afya (MIA) and Health System Design and Planning (HSDP) projects, the analyst will connect data from multiple health-system data sources, produce practical analytical products for decision-makers, strengthen data quality and reproducibility, and support routine use of evidence by government and project teams.

Key Responsibilities:

  • Participates fully as a member of R4D by contributing, assisting, and participating in projects, activities, and initiatives as requested by management
  • Compile, clean, link, and maintain data from government health information, planning, budgeting, expenditure, workforce, commodity, and other relevant systems for analysis.
  • Conduct quantitative analyses to identify and describe trends, gaps, geographic variation, resource-use patterns, implementation bottlenecks, and relationships between health-system inputs, service delivery, and results.
  • Develop dashboards, scorecards, maps, analytical profiles, and concise briefs that translate complex data into clear information for government and project decision-making.
  • Support routine monitoring of priority indicators and planned-versus-actual performance, including identification of data and performance issues requiring further review.
  • Apply and document data-quality checks, transformation rules, assumptions, and methods so datasets and outputs are reproducible, traceable, and consistent with responsible data-use requirements.
  • Support increased interoperability across data systems by conducting data mapping, producing needed transformations, and creating linkages to allow improved use of data for decision-making.
  • Collaborate with Tanzanian government counterparts, R4D colleagues, and other technical partners to define questions and interpret findings.

Qualifications:

  • Master’s degree or equivalent in statistics, epidemiology, health informatics, public health, economics, health economics, health systems, data science, or a related quantitative field.
  • At least 5 years of relevant professional experience in health data management, quantitative analysis, monitoring and evaluation, health informatics, or related analytical work.
  • Demonstrated experience with health-system or service-delivery data; experience with planning, budgeting, expenditure, workforce, commodity, or other health-sector datasets is strongly preferred.
  • Experience using Tanzania health information or management systems, preferably including DHIS2, FFARS, PlanRep, HFR, or similar government platforms.
  • Strong skills in data cleaning, validation, statistical analysis, visualization, and reproducible data management; GIS/mapping experience is desirable.
  • Experience developing dashboards, scorecards, analytical briefs, or other decision-support products for technical and non-technical audiences.
  • Understanding of data interoperability, data standards, APIs or data exchange, and responsible data governance; ability to communicate findings clearly and work collaboratively with multidisciplinary teams and government counterparts.
  • Excellent ability to work across projects, both independently and as part of a global team.
  • Excellent written and spoken English; working proficiency in Kiswahili is highly desirable

The target base salary pay range for this Tanzania-based position is TZS 74,544,000 - 93,180,000 per year. R4D aims to provide an equitable and consistent starting salary for all new hires based on the responsibilities and qualifications required for the position. The full salary range allows for future career and earnings growth, and hiring above the mid-point of a salary range would not be typical for a new employee.
