The U.S. Mission in Tanzania is seeking eligible and qualified applicants for the position of Supervisory Information Management Specialist in the CDC office.

Duties and Responsibilities

The Information Technology Chief works under the supervision of the Deputy Country Director and is responsible for Information Technology (IT) services management and support oversight.

The job holder leads the development and implementation of IT-related activities and projects and has direct responsibility for the day-to-day coordination of Information Technology (IT) services management and support oversight at the CDC-Tanzania Offices.

In this capacity, the incumbent:

  • Provides advice and guidance on IT management and support services.
  • Develops plans for the maintenance and replacement of IT software and equipment as technology advances.
  • Is responsible for the integrity and security of all IT equipment, software, and data systems.
  • Provides instructional training to all CDC-Tanzania staff on the proper use and security of IT equipment.
  • Provides advanced instruction on office productivity software.
  • Monitors IT resources usage to ensure compliance with U.S. Government IT policies.
  • Reviews server system performance for management implications.
  • Ensures effective support services by contractors.
  • Assists in the formulation of IT operating budgets.
  • Serves as the liaison between CDC-Tanzania and counterparts at the CDC Headquarters IT Services Office.

The job holder reports to the Deputy Country Director, CDC-Tanzania.

Qualifications and Evaluations

Requirements

All selected candidates must be able to obtain and hold:

  • Security certificate.
  • Medical certificate.

All selected candidates will be subject to a background investigation and a pre-employment medical examination.

The selected candidate must be able to begin working within a reasonable period of time upon receipt of agency authorization and clearances/certifications, or their candidacy may end.

Education Requirements

A Master's Degree in Computer Science, Computer Engineering, Information Systems, Management Information Systems, or Business Administration, with a Bachelor's degree in Computer Science, Engineering, or Information Systems, or a related major is required.

At least one of the following certificates is required:

  • ITIL Foundation
  • CCNA

Qualifications

Experience

The incumbent must possess at least six (6) years of progressively responsible work in computer information systems, of which at least three (3) years' experience is in:

  • Microsoft Windows Servers and workstations management and administration.
  • Local Area Networks (LAN).
  • Wide Area Networks (WAN).

Additional Supervisory Experience

Two (2) years of supervisory experience is required.

Language

  • Level 4, fluent, speaking, reading, and writing English is required.
  • Level 4, fluent, speaking, reading, and writing Swahili is required.
  • Language proficiency may be tested.

Job Knowledge

The incumbent must have advanced specialist knowledge in IT administration and software, including:

  • MS Windows Server management.
  • MS Exchange.
  • MS Windows network configuration.
  • Network security.
  • Microsoft Office productivity software.
  • Current MS Windows operating systems.

The incumbent must also have advanced knowledge of hardware management, including:

  • Servers.
  • Personal computers.
  • Peripherals.
  • Wireless network devices.
  • Printers.
  • Audio-visual devices.

Skills and Abilities

The incumbent must be able to work independently to systematically and methodically assess advanced and highly complex IT problems and issues and develop realistic solutions related to software, hardware, or IT networks.

Difficult technical problems are routine in the Tanzania context. Examples include:

  • Assessment of server settings to achieve optimal bandwidth usage for communications equipment such as Voice over IP phones.
  • Diagnosing the cause of computer equipment malfunctions ranging from simple to extremely difficult.
  • Assessing and resolving complex software, hardware, and IT network problems.

Hiring Preference Selection Process

A hiring preference is extended to eligible and qualified applicants in the order listed below.

Hiring Preference Order

  1. Appointment Eligible Family Member (AEFM) / U.S. citizen Eligible Family Member (USEFM) who is a preference-eligible U.S. Veteran.

  3. Foreign Service (FS) on Leave Without Pay (LWOP) and Civil Service (CS) with reemployment rights.

U.S. citizen Eligible Family Member (USEFM) applicants who claim status as a preference-eligible U.S. Veteran must submit a copy of their most recent DD-214, preferably Member Copy 4, a letter from Veterans Affairs indicating the present existence of a service-connected disability, equivalent documentation, or certification.

A certification is any written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions within 120 days after the certification is submitted by the applicant.

The certification letter should be on the letterhead of the appropriate military branch of the service and contain:

  • Military service dates, including the expected discharge or release date.
  • Character of service.

Acceptable documentation must be submitted in order for the preference to be given.

This level of preference applies to all FS employees on LWOP and CS employees with re-employment rights back to their agency or bureau.

Additional Employment Considerations

The following apply to EFMs, USEFMs, and AEFMs only:

  • Current employees who used a hiring preference to gain employment and are within their first 90 calendar days of employment are not eligible. This does not apply when the hiring mechanism is TEMP or the work schedule is intermittent or irregular.
  • Candidates with a hiring preference who have already accepted a conditional offer of employment may not be extended a second conditional offer of employment unless and until they withdraw their candidacy for the first position in writing.
