Result of Service

The successful candidate will ensure effective and well-coordinated implementation of RESIslands activities at the national level, strengthening stakeholder engagement, aligning project activities with national priorities, and enhancing institutional capacity.

About the Project

UNECA is the Delivery Partner (DP) for the RESIslands Project, "Strengthening the Institutional Capacities of the African Island States Climate Commission (AISCC) Member States to Manage Climate Risks and Bolster Resilience."

The project is a multi-country Readiness Initiative covering:

  • Cabo Verde
  • Comoros
  • Equatorial Guinea
  • Guinea-Bissau
  • Madagascar
  • Mauritius
  • São Tomé & Príncipe
  • Seychelles
  • Tanzania (Zanzibar)

Supported by the Green Climate Fund, the project is implemented in collaboration with:

  • African Island States Climate Commission (AISCC)
  • UN Resident Coordinator Offices
  • National Designated Authorities (NDAs)

The initiative aims to strengthen institutional capacity, improve climate resilience decision-making, enhance multi-hazard risk assessments, develop strategic frameworks, build project pipelines, and promote knowledge sharing across participating countries.

Key Responsibilities

The Country Lead will:

  • Serve as the in-country focal point and local facilitator for all RESIslands activities.
  • Ensure project activities align with national priorities and regional agendas.
  • Facilitate stakeholder engagement, consultations, workshops, meetings, and training sessions.
  • Support institutional strengthening and capacity-building initiatives.
  • Provide local data and technical inputs for research, knowledge products, and project activities.

Stakeholder Engagement

  • Organize and coordinate national workshops, consultations, pipeline development workshops, and training events.
  • Liaise with the National Designated Authority (NDA), AISCC National Focal Point (NFP), government ministries, local authorities, UN Resident Coordinator Office, civil society organizations, academia, and other stakeholders.
  • Facilitate meetings and strengthen collaboration among project partners.

Project Implementation

  • Provide technical support for country-level project deliverables.
  • Support development of national training programmes.
  • Identify institutional training needs and priorities.
  • Coordinate field visits, vulnerability assessments, loss and damage assessments, and national risk diagnostics.
  • Facilitate logistics, permits, invitation letters, and procurement of local services.

Reporting and Monitoring

  • Prepare technical progress reports and activity briefs.
  • Document project implementation activities.
  • Monitor outputs and ensure implementation follows approved work plans and budgets.

Knowledge Management

  • Collect data for project use cases, toolkits, e-infrastructure, and knowledge management tools.
  • Support dissemination of best practices and lessons learned across the country.

Sustainability and Institutional Ownership

  • Engage national stakeholders during preparation, validation, and production of project deliverables.
  • Work closely with national institutions to ensure long-term adoption of project platforms, pipelines, toolkits, and knowledge products after project completion.

Qualifications and Experience

Applicants should have:

  • A Master's Degree in Climate Science, Environmental Policy, Project Management, Economics, Social Sciences, Geography, Geoinformatics, or a related field.
  • At least 5 years of professional experience in climate resilience, institutional development, or project coordination.
  • Experience managing donor-funded climate or development projects (desirable).
  • Experience working with government institutions (desirable).
  • Previous engagement in climate, environmental, or disaster risk management at national or regional level (desirable).
  • Experience in qualitative and quantitative data collection, analysis, and reporting (an added advantage).

Language Requirements

  • Fluency in English is required.
  • Knowledge of French is an added advantage.

Eligibility

  • This consultancy is open only to nationals and residents of Zanzibar/United Republic of Tanzania.
  • The consultancy is full-time and requires professional exclusivity throughout the contract period.
