Total LandCare (TLC) Tanzania is anticipated to sign a contract for the implementation of a two-year Agroforestry and Livelihood Development Programme in communities surrounding the Rubeho Mountains under the broader Rubeho Carbon initiative. The programme will focus on agroforestry, conservation agriculture, soil and water conservation, livelihood improvement, market development, and community capacity strengthening to support sustainable land management and reduce pressure on forest ecosystems.
The position will be field-based in rural Lumuma within the Kilosa/Mbuga landscape and will involve regular engagement with farming communities, local government authorities, farmer groups, and project partners across the implementation area.
Position Summary
The MEAL Officer will be responsible for coordinating Monitoring, Evaluation, Accountability, and Learning (MEAL) functions for the programme. The position will support performance tracking, field data management, reporting, lesson learning, accountability systems, and adaptive management to ensure effective implementation and achievement of programme objectives.
Key Responsibilities
- Develop and operationalize project monitoring tools, data collection systems, and reporting templates.
- Coordinate routine field data collection, verification, cleaning, analysis, and storage.
- Track programme indicators related to agroforestry adoption, livelihoods, restoration, training, VSLAs, and farmer participation.
- Maintain programme databases and support digital data management systems where applicable.
- Prepare monthly, quarterly, and annual MEAL reports for management and partners.
- Support development and tracking of project logframes, workplans, and performance indicators.
- Generate lessons learned, success stories, and case studies from field implementation.
- Facilitate quarterly reflection and learning sessions with project teams and stakeholders.
- Promote adaptive learning and evidence-based decision-making within programme implementation.
- Ensure accountability processes are integrated into field implementation activities.
- Train field teams and Lead Farmers on data collection tools, reporting standards, and MEAL systems.
- Support quality assurance and compliance with donor reporting requirements.
Qualifications and Experience
- Bachelor’s degree in Monitoring & Evaluation, Development Studies, Statistics, Agriculture, Agribusiness, Forestry, Natural Resource Management, or related field.
- Minimum of 5–7 years of relevant experience in MEAL functions within agroforestry, livelihoods, agroecology, climate, or rural development programmes.
- Experience with field data collection systems, mobile data collection tools, and reporting systems.
- Strong analytical, reporting, and facilitation skills.
- Experience working in rural and remote field environments is an added advantage.
Skills and Competencies
- Strong data analysis and report writing skills.
- Good facilitation, coordination, and communication abilities.
- Ability to work independently in remote rural environments.
- Knowledge of participatory approaches and community engagement processes.
- Proficiency in Microsoft Office applications and digital data collection platforms.
