Job Description
Reporting to the Supply Manager, the overall purpose of the Customs compliance Team lead role is to manage relationships with TRA, enusure efficient BOND utilization and validation through timely transaction with the Tanzania Customs Integrated System (TANCIS) from master generation in Dar to T1 validation at the borders, and ensure timely master generation, effective drawdown and zero balancing.
Key Responsibilities
- Verifying sub T1 against product movement as per Tancis and SAP report by 9:00 am.
- Circulating the bond report to communicate bond balance available for utilization and product balances under uplift before it expires to the relevant parties (daily bond report to be sent by 10am)
- Advising Clearing Officer Customs on master balances and master generation and reconciliation
- Ensuring masters are accurately allocated to trucks as they load per depot, product and vessel
- Zero balance on priority bases or/as may be advised so manage small balances on masters and avoid localization
- Comparing volume balance on masters against actual Physical/SAP volumes as per daily stocks status
- Raising demand note requisition within 12 hours upon completion of a given cargo and ensure payment is done within 24 hours.
- Master validation; liaising with border staff to ensure all trucks are assigned rotation number and truck exit process is fully executed from Depot and all bordrrs
- Creating masters in SAP as generated in TANCIS, update truck details as per SUB T1 raised in TANCIS.
- Conducting critical path in Pre arrival assessing the Cargo in TANESW System,for IM4 local tax assessment.
- Following up with TPA for pre arrival wharfage before vessel discharge and share for timely payment
- Printing the TRA declaration form (Tansad) from TANESW System and sent for approval and to finance for payment.
- Following up payment from finance department for local duties and wharfage by receiving TISS/proof of payment.
- Manifesting comparison assessment after TRA ullage amendment done by TRA for additional duty payment.
- Receiving Additional duties assessment from TANESW TRA system and process for payment
- Processing carry out for all final paid assessment per each bill of lading or TANSAD number.
- Reconciling cargo versus stocks balance to determine transited and non-transited product.
- Requesting Demand Note or Processing IM9 localization assessment from TANESW to RCO for non exited product and ensure accuracy and timely payment
- Processing requisition for duties payment as indicated in Demand Note/IM9 Assessment received and forward the same to Finance manager for payment after approval.
- Maintaining Dalbit Ewura account and sending each month to EWURA for local imports and localization by attaching TRA assessment.
- Timely respond any query from the relevant authorities i.e TRA, EWURA.
- Ensuring to request for any exit timelines from TRA on time to ensure smooth exit of loadings
- Ensuring Dalbit adheres to all Customs procedures compliance
- Receiving the Demand note and cross check correctness like; vessel details, localized volume, product, D number, consignment, duties payable. If Demand Note is correct, if not, send back to RCO for amendment.
- Compiling the bond file after receipt of all the relevant documents and sent to TRA RCO for validation process ,after validation received validated T1 from TANESW TRA system.
- Following up and quick response/understanding any TRA query, outstanding regarding any entries registered at TRA.
- Maintaining good relationship with external parties like TRA,EWURA,PBPA.
- Co-ordinating timely clearance of trucks from Depot and Borders to ensure efficiency
Education and Experience Levels
- Bachelor’s degree in Supply Chain Management, Clearing and Forwarding, Supply or Procurement
- 2 - 3 years’ experience and preferably having already performed in different jobs within this area (especially in petroleum Operations – stock management an added advantage)
- Certified training (Diploma/Degree) in Customs Clearing and Freight Forwarding preferably from Institute of Tax Administration
- Trained Knowledge of Integrated System (TANCIS).
- Customs clearing and forwarding knowledge
- Excellent grasp of Import and export procedures
