Job Description
The implementation of this assignment will strengthen coordination and execution of critical community health, PHC, and financing initiatives. The consultant will play a central role in facilitating technical discussions, ensuring timely delivery of strategic outputs, and aligning stakeholder efforts across the EECC collaboration, Community Health Task Force, CHW initiatives, and Health Basket Fund (HBF) processes. The following are the key activities:
1.Convene EECC and CHTF coordination: Effective coordination of weekly EECC meetings with MUHAS and quarterly Community Health Task Force (CHTF) and subcommittee meetings, with timely preparation of agendas, minutes, action trackers, and follow-up to ensure accountability and progress on agreed actions.
2.Technically guide the EECC Implementation Strategy: A finalized and technically sound Essential Emergency and Critical Care (EECC) operational plan tailored for implementation at PHC level, developed through stakeholder consultations and aligned with national health priorities.
3.Co-develop a Community Health Task Force Workplan and Calendar: A comprehensive annual calendar and workplan for CHTF and its subcommittees, ensuring alignment with national timelines and enabling improved coordination, engagement, and timely delivery of planned activities.
4.Oversee the development of CHW Transition Plan: A well-developed transition plan outlining the strategic steps, timeline, and institutional arrangements for the integration and sustainability of CHWs within the broader health system.
5.Coordinate CHW Implementation Research: Coordinated implementation of CHW-related research, including collaboration with research institutions and the MOH, ensuring systematic planning, data collection, and use of findings to inform policy and practice.
6.Coordinate Health Basket Fund actions: Active engagement in the coordination of Health Basket Fund activities, including follow-up on joint priorities, partner inputs, and documentation to strengthen collaboration and ensure timely communication between the MOH and Development Partners.
PAYMENT SCHEDULE.
UNICEF reserves the right to withhold all or portion of payment if performance is unsatisfactory, if work/output is incomplete, not delivered or for failure to meet deadlines.
EVALUATION.
The applicant should submit both technical and financial proposals which clearly stipulate how the work will be conducted. The Financial Proposal should include all costs of this assignment including fee, travel costs, accommodation as UNICEF will not pay any DSA.
Proposals will be both technically and financially evaluated. The technical part will carry a weight of 75%, in which the consultant will put clear his/her technical approach to ensure quality attainment of each deliverable and the consultancy in totality. The financial part will take 25% showing the proposed budget breakdown of consultancy cost for each deliverable (fees, travel, and accommodation) and eventual total consultancy cost.
LOCATION, DURATION & LOGISTIC
The consultant will be working remotely, the assignment will involve travels to the fields to support implementation of activities. The consultancy is expected to start on 30th June 2025 until 30th December 2025.

- Advanced university degree (Masters) in Public Health, Epidemiology, Health Services Management, and other relevant fields.
- Advanced university degree in Public Health, Epidemiology, Health Services Management, and other relevant fields
- Bachelor’s degree in medicine, dentistry, or nursing.
- At least 5 years of experience in health program coordination, PHC, or community health
- Experience working with government stakeholders, academic institutions, and development partners
- Strong organizational, communication, and report-writing skill

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
