Finance Officer – Dar es Salaam, Tanzania

Location: Dar es Salaam, Tanzania
Reports to: Finance and Administration Manager
Contract Duration: One year (renewable)

Job Summary
The Finance Officer is responsible for supporting effective financial management by ensuring that all financial transactions are processed accurately, efficiently, and in compliance with organizational policies, donor regulations, and Tanzanian statutory requirements. The role oversees accounting operations, treasury management, financial reporting, budget monitoring, audit support, compliance management, and partner financial oversight. In addition, the position contributes to capacity building initiatives aimed at strengthening financial management practices across the organization.

Key Responsibilities

Financial Management and Accounting

  • Review and process payments while ensuring accuracy, completeness, appropriate approvals, and compliance with donor and organizational requirements.
  • Verify supporting documentation, budget availability, account coding, and authorization before payment execution.
  • Record financial transactions accurately and promptly within the organization's accounting system.
  • Support monthly, quarterly, and annual financial closing activities.
  • Maintain organized physical and electronic filing systems for financial records and supporting documents.
  • Monitor accounts receivable and payable and follow up on outstanding balances to ensure timely settlement.
  • Review accounting entries after monthly closure and make necessary corrections to project codes, budget codes, and accounting classifications.
  • Manage statutory deductions and ensure timely remittance of PAYE, NSSF, WCF, SDL, and other legally required contributions.

Treasury and Cash Management

  • Prepare monthly cash forecasts and liquidity plans to support operational requirements.
  • Monitor cash positions and bank balances to ensure adequate funding for activities.
  • Process bank transfers, mobile money transactions, and other approved payment methods in a timely manner.
  • Conduct regular bank reconciliations and resolve any discrepancies identified.
  • Support effective cash flow management across the country office and field locations.

Budget Monitoring and Compliance

  • Ensure adherence to Action Against Hunger financial policies, donor guidelines, and Tanzanian legal requirements.
  • Conduct routine compliance reviews, spot checks, and assessments to strengthen internal controls.
  • Identify control weaknesses and recommend practical improvements to reduce financial risk.
  • Monitor implementation of audit recommendations and track corrective actions to completion.
  • Promote ethical financial practices and contribute to fraud prevention initiatives.

Audit and Reporting Support

  • Support internal, external, donor, and statutory audits by preparing required schedules and documentation.
  • Assist in the preparation of donor financial reports and country office financial reports.
  • Ensure audit findings are addressed promptly and corrective actions are implemented.
  • Maintain effective systems for document filing, retrieval, and record retention.

Partner Financial Management

  • Review financial reports and supporting documentation submitted by implementing partners.
  • Conduct financial monitoring visits to assess partner compliance and financial management practices.
  • Support the development of partners' financial management capacities through guidance and training.
  • Ensure partner expenditures comply with grant agreements and donor regulations.

Fraud Prevention and Risk Management

  • Identify potential risks related to fraud and corruption within assigned responsibilities.
  • Implement preventive measures and internal controls to safeguard organizational resources.
  • Report suspected cases of fraud or misconduct to the Finance and Administration Manager in accordance with organizational policies.
  • Support implementation of recommendations arising from audits and routine control activities.
  • Conduct periodic spot checks and field visits to monitor financial compliance.

Capacity Building and Staff Support

  • Orient newly recruited staff on finance policies, procedures, and compliance requirements.
  • Deliver refresher training on budgeting, financial documentation, and financial management practices.
  • Provide ongoing technical support and guidance to programme and operational teams on finance-related matters.

Qualifications and Experience

  • Bachelor's degree in Accounting, Finance, Commerce, or a related field from a recognized institution.
  • CPA (T), ACCA, or an equivalent professional accounting qualification will be an added advantage.
  • Minimum of four years of progressive experience in finance and accounting, preferably within an international NGO environment.
  • Experience managing donor-funded projects supported by organizations such as GAC, ECHO, EU, USAID, UNICEF, FCDO, or similar partners.
  • Strong knowledge of financial controls, budgeting processes, compliance requirements, and audit procedures.
  • Advanced proficiency in Microsoft Excel and experience using accounting software or ERP systems.
  • Excellent analytical, organizational, and communication skills.
  • Fluency in English, both written and spoken.

Additional Information
