Job Purpose
The Human Resource Officer provides guidance and assistance to employees, supervisors, and managers across various HR functions to ensure compliance with external and internal policies and standards. The role involves managing employee data in systems and files, using it appropriately, and handling HR-related processes according to set procedures and standards.
Main Responsibilities of the Job
Managerial Responsibilities:
- None
Functional Responsibilities:
- Manage the process of recruiting, screening, interviewing, onboarding, and placing workers as per set standards.
- Update and maintain custody of employee data in various systems and documentation.
- Manage issuance and amendment of employee contracts and letters.
- Process employment termination according to the law, including documentation, final due payment, issuance of certificate of service, collection of company assets and data from staff, conducting exit interviews, and processing clearance forms.
- Facilitate staff transfer processes, including collection of necessary documentation, payment of advances, and follow-up on settlement.
- Register employees with statutory requirements and make monthly payments in various systems (WCF, NHIF, NSSF, HESLB).
- Ensure compliance with workplace health and safety regulations (OSHA) by conducting risk assessments, submitting safety policies and action plans, sending employees for required training, and holding OSH meetings.
- Manage staff attendance and adherence to working hours, including work-from-home and field work, with weekly attendance recording, machine data analysis, and reporting.
- Check staff overtime applications, process them in the payroll system, and track overtime hours per person to stay within legal limits.
- Ensure correct application of different types of employee leaves by checking, processing, and tracking leave application forms.
- Provide clerical and administrative support to the HR Team Leader.
- Prepare reports relating to personnel activities (payroll, recruitment, training, grievances, performance evaluations, etc.).
- Coordinate and keep records of HR-led company-wide activities (meetings, surveys, company culture-related activities, etc.).
- Address employee requests and provide support regarding HR issues, rules, and regulations.
- Administer payroll and provide relevant data (absences, bonuses, leaves, etc.).
- Communicate with government authorities and lawyers on employment matters.
- Properly handle disciplinary procedures according to the law.
- Conduct initial orientation for newly hired employees.

Academic and Professional Qualifications:
