Job Description

PURPOSE: HACOCA is seeking an enthusiastic, experienced, and qualified Community Engagement Officer (CEO) to join the team for anticipated project implementation for FY25. The organization is proactively recruiting this position to ensure readiness for the next year's  implementation of EpiC project that anticipated to begin in October 2024. The CEO will be responsible for engaging communities, supporting HIV prevention efforts, and working closely with vulnerable populations and local authorities to ensure successful HIV program implementation.

Responsibilities:

  • Coordinate the mapping of high-risk and vulnerable population hangouts within program communities, including the orientation of key informants and peer educators.
  • Conduct size estimation and analysis for high-risk and vulnerable populations.
  • Develop and support a comprehensive service directory for client referral and linkage.
  • Oversee microplanning and monitor the performance of peer educators, ensuring tracking of hotspots reached and saturated.
  • Support Peer Educators (PEs) and Peer Mobilizers (PMs) in delivering HIV prevention education sessions.
  • Facilitate demand creation for comprehensive HIV prevention services i.e., HIV testing, PrEP, STI screening, GBV, TB, FP services, HIVST, and social network strategy (SNS) services. This includes HIV prevention SBCC education and information to key and vulnerable populations.
  • Ensure proper documentation of SBCC monitoring tools and the distribution of IEC materials.
  • Coordinate condom ordering, distribution and reporting with CHAC/Dpharm offices and manage distribution during community outreach services.
  • Provide capacity building to Peer Educators (PE), Peer Navigators (PN), and Peer Mobilizers on HIV prevention education and case management for HIV clients.
  • Supervise biomedical services such as HIV testing, STI screening, GBV, TB, FP services, HIVST, and social network strategy (SNS) services.
  • Collaborate with local government authorities (CHMT/CHAC), Ward, and Village/Street offices.
  • Ensure timely reporting of project activities at both organizational and council levels through TOMSHA and other reporting modalities.

Qualifications and Experience:

  • Bachelor's degree or Diploma in Community Development, Sociology, or a related field.
  • Proficiency in spoken and written English.
  • 3-5 years experience in HIV prevention programs targeting high-risk populations.
  • Previous work experience in an HIV prevention program supported by USAID/PEPFAR is highly desirable.
