Job Description
Background
MUKIKUTE is a non-affiliate non-governmental organization established by former TB-patients, a strong partner implementing community-based tuberculosis work in Tanzania since 2007. In line with our core values, MUKIKUTE is committed to safeguarding everyone that it comes into contact with, including the people we serve, volunteers, employees, contractors and all workers. MUKIKUTE implements the highest standards on safeguarding, built around a survivor centered approach and an organizational culture that strives to prevent abuse.
MUKIKUTE is focusing on preventing and responding to harm caused by sexual exploitation, abuse, harassment or bullying and aims to minimize the likelihood and impact of these actions towards our beneficiaries, staff and everyone that we interact with.
In the past years a great deal of work has been done to develop the safeguarding culture and practice at MUKIKUTE. In this regard, we have agreed to develop a Safeguarding Framework and facilitate its implementation.
Purpose
The main purpose of this Consultancy is to develop MUKIKUTE Safeguarding Framework that consists of;
- A suite of relevant policies – with updates made and new policies created
- A customized Safeguarding training handbook – Adapted to context (Swahili)
- An incident reporting system – MUKIKUTE SafeReport
Methodology.
The development of this framework should be conducted in line with the principles outlined in the Approved Terms of Reference that will be issued to successful applicants/consultants. To ensure accuracy and credibility of the findings, data should be triangulated as far as possible with the use of multiple primary and secondary data collection methods and sources, including but not limited to desk reviews, document analysis, key informant interviews /focus group discussions with communities and thematic experts (some could be conducted virtually subject to availability and context) and case studies. The methodology should outline the strategies to answer the evaluation criteria and key questions in the ToR, including proposed strategies to assess various aspects.
Key Milestones and deliverables
- Consultancy plan produced outlining the Safeguarding Framework development stages for each product from development of the contents for agreement, through the various editing and quality assurance stages through to the delivery of the final products – within two weeks of commencement of the consultancy.
- Contents page and outline of structure for each product produced.
- Draft Safeguarding training handbook and customized slide deck in Swahili.
- Draft leaflets with safeguarding messages on prevention, reporting and
- MUKIKUTE SafeReport Procedure PLUS monitoring and evaluation mechanisms.
- MUKIKUTE Safeguarding Policies.
Evaluation ethics.
The consultant should have both personal and professional integrity and abide by the Tanzanian Ethical Guidelines to ensure that the rights of individuals involved in the evaluation are respected. The evaluator must act with cultural sensitivity and pay attention to protocols, codes and recommendations that may be relevant to their interactions with beneficiaries. As part of the Inception Report, the evaluator will develop a specific protocol for the conduct of the assessment and data collection in line with respecting do no harm, diversity and gender equality. All data collected through the assessment is property of MUKIKUTE and must be provided to the organization, if requested, in a word format.
Management and Implementation Arrangements.
The assignment will be facilitated by MUKIKUTE Director. The focal point for leading this assignment from MUKIKUTE will be appointed by the Director. Key experts and partners shall be invited to the presentation of preliminary findings, and their feedback shall be incorporated into the final inception report. The inception and final report will be finally approved by the Director of MUKIKUTE.
Duration of Assignment
The contract will be supervised and financed by MUKIKUTE. Considering the ongoing activities, 8 days have been allocated and the evaluator must demonstrate flexibility in case there is any shifting condition.
Evaluation Consultant and required competencies.
Given that subject-specific knowledge is required, the consultant would need to demonstrate strong technical knowledge and expertise in the development of Safeguarding projects. Additionally, the consultant should demonstrate expertise in monitoring, evaluation, and communication of data with proven experience in conducting research, evaluation and complex data gathering. The Consultant should have capability to produce high quality reports in English and interact comfortably with local audiences in Swahili.
Required Skills and Experience
Education:
- Minimum education of Master’s Degree in Social Sciences, Public Health, Social Protection and/or related discipline;
- Knowledge on child protection, protection of sexual exploitation and related power abuse/safeguarding initiatives
Professional experience:
- At least 5 years of experience in resource and training material structuring and development (Safeguarding will be an added advantage)
- Proven ability to produce high-quality reports and manage diverse perspectives in communications and consultations with relevant stakeholders and beneficiaries;
- Strong leadership skills including the ability to effectively engage and manage different task
- Excellent staff and team management skills – including global / virtual management.
- Excellent time management skills able to meet tight deadlines.
