Job Description
The consultancy contract for Technical Assistance (TA) supports the implementation of the Green and Smart Cities SASA programme. Among the objectives of the Green and Smart Cities SASA include (1) promotion of enabling urban environment and enhancing local revenue mobilization and inclusive urban economic development, (2) strengthening urban resilience and public services to urban poor communities and (3) stimulating a sustainable local economy in the selected cities, creating economic opportunities especially for women and youth.
DAI is looking to recruit Senior Non-Key Expert - Programme Adviser
Description of the Assignment
As part of the TA workplan it is envisaged that a Senior Non-Key Short-Term Expert (SNKE) will be recruited who will contribute to achieve the results under Activity Area 3: Coordination and harmonisation of different components and contracts of the Green and Smart Cities Programme is supported, in particular activity 3.1: Support functions of coordination, internal coherence across results and contracts and building up a programme level M&E system. In addition, the SNKE will contribute to project management, specifically project progress reporting (activity code A.PM.5).
Activity 3.1 Support functions of coordination, internal coherence across results and contracts
This activity deals with different substantive functions necessary for the smooth implementation of the SASA Programme and has been dedicated to a wide area of general support programme management. Since the whole SASA Programme operates through a rather sophisticated mix of financing modalities, including direct support (budget support, grants, TA), indirect management with PORALG and GoT institutions, a good working coordination mechanism is needed to align the efforts of all interested parties. This includes planning, preparing, and conducting meetings and activities of its formal bodies, notably the Steering Committee where representatives of the main programme stakeholders meet bi-annually.
With respect to the context above, the expert is expected to cooperate with all Implementing Partners, EUD, PORALG and respective LGAs and to:
SUPPORT THE EU AND PORALG IN PROGRAMME MANAGEMENT AND GOVERNANCE
- Provide advice to PORALG about their internal management and coordination mechanisms, such as their M&E system.
- Provide structured and ad-hoc information to PORALG and EU about the state of implementation of the different projects highlighting potential risks or opportunities
- Support implementing partners, PORALG and the EU in timely planning, organizing the Management Committees and following up their conclusions.
- Coordinate quarterly flash project reports to be submitted in advance to the Management Committee
- Coordinate and ensure the submission of a 6-monthly and consolidated annual SASA implementation report to the Steering Committee.
- Support PORALG, the EU Programme Manager and Team Leader in the organization of the Programme Steering Committee
- Support the Team Leader in the production of a Multi-Year Capacity Building Action Plan for each of the SASA programme’s three targeted LGAs
SUPPORT COORDINATION, ALIGNMENT AND SYNERGIES AMONGST DIFFERENT COMPONENTS AND CONTRACTS
- Assess and follow up the implementation of the projects at sector and local level
- Support the partners in identifying opportunities for cooperation and synergies at sector or territorial level. sharing experiences and learning from each other.
- Provide advice to PORALG regarding coordination with other stakeholders,
SUPPORT THE OPERATIONALIZATION OF THE RESULT-BASED MANAGEMENT AND M&E SYSTEM OF THE PROGRAMME.
- Revise and update the M&E framework
- Undertake, jointly with implementing partners, regular (6-monthly) assessments of the progress of the indicators of projects and programme
- Support the implementation of a knowledge and information sharing platform where all documents produced by projects are uploaded to the EU’s OPSYS system.
- The SNKE should be prepared to visit implementing partners (IPs) and LGAs in the three programme cities in order to consult with them on plans and other outputs, as the work demands.
Tasks
- Task 1 Provide advice and information to PO-RALG, EU and IPs on programme progress, management and coordination.
- Task 2 Support M&E and knowledge sharing by PO-RALG and IPs.
- Task 3 Revise and update the M&E framework
- Task 4 Contribute to a Multi-Year Capacity Building Action Plan for each of the SASA programme’s three targeted LGAs.
- Task 5 Carry out assessments of, and report on, programme progress.
- Task 6 Support PO-RALG, EU, IPs and TA in organizing Programme Steering Committee and Management Committee meetings.
Required Candidate Qualifications
Qualifications and skills:
- University degree (preferably Master's) in economics, public policy/public administration or related field in social sciences.
- Excellent planning and technical report writing skills.
- Fluency in English, written and spoken. Knowledge of Swahili will be an asset.
- Full computer literacy.
General professional experience:
- 10 years of relevant working experience
- Excellent communication skills and ability to motivate and communicate cross-culturally. Ability to quickly establish communication with relevant stakeholders. Good analytical skills.
Specific professional experience:
- Knowledge of methodologies, assessment tools and systems, knowledge of quantitative and qualitative monitoring and evaluation methods, conducting mid/end-term reviews and data analysis.
- Understanding of logframes, M&E systems, the use and preparation of various monitoring tools, and reporting using monitoring data provided.
- General knowledge and understanding of government and donor governance and reporting procedures.
Location and Duration: The assignment will be performed in Tanzania. The base of operations will be Dodoma with some travel to the target LGAs: Mwanza, Tanga and Ilemela.
Input: 100 working days in the period of implementation: July 2025 – May 2026
