Job Description

The International Fund for Agricultural Development (IFAD) and the Government of the United Republic of Tanzania (GoT) have partnered on the Smart Smallholder Dairy Transformation Project (C-SDTP). This initiative aims to enhance the livelihoods of rural communities by transforming the dairy value chain to improve incomes, increase food safety, and mitigate the dairy sector’s environmental impact. The development objective is to enhance income and resilience for smallholder dairy producers while increasing their participation in the dairy value chain.

The project targets 140,000 households (representing 700,000 people), with 40% of direct beneficiaries being women and 30% youth.

The C-SDTP will be implemented in the following geographical areas:

  • Mbeya (Rungwe DC, Mbeya DC, Busokelo DC)
  • Iringa (Mufindi DC, Kilolo DC, Iringa DC)
  • Njombe (Njombe DC, Njombe TC, Wanging’ombe DC)
  • Tanga (Lushoto DC, Muheza DC, Mkinga DC)
  • Morogoro (Mvomero DC, Morogoro DC, Kilosa DC)
  • Arusha (Meru DC, Arusha DC)
  • Kilimanjaro (Siha DC, Moshi DC)
  • Pwani/Coast (Rufiji DC, Mkuranga DC)
  • Zanzibar-Unguja (West A, West B, Central, North A, North B, South)
  • Pemba (North, South)

The project is managed under the Ministry of Livestock and Fisheries (MLF), in alignment with the Ministry of Finance and Planning, Vice President’s Office (VPO), President’s Office-Regional Administration and Local Government (PO-RALG) for mainland Tanzania, and the First Vice President’s Office in Zanzibar, along with representatives from the private sector and farmers’ organizations.

The Ministry of Livestock and Fisheries invites applications for the following positions, supported by IFAD’s financial contribution. All positions are based in the PCO Dodoma with a contract duration of one (1) year, renewable based on satisfactory performance. Recruitment will be through competitive selection from seconded government staff and/or external candidates.

Available Positions at PCO Dodoma

1. Project Accountant

  • Reporting to: Finance and Administration Manager
  • Core Role: Maintain accurate financial records, prepare financial reports, ensure compliance with donor and government financial management procedures, and support project implementation by providing timely financial information.
  • Main Responsibilities: Process and document payments; input payments into financial systems; track fund accountabilities; oversee tax matters; assist in preparing Annual Work Plans and Budgets (AWPB); prepare periodic financial statements; monitor budget utilization; ensure adherence to IFAD and Government financial policies; support audits; manage project bank accounts and cash flow; and prepare withdrawal applications.
  • Qualifications: Bachelor’s degree in Accounting, Finance, or related field (Professional certification like CPA, ACCA is an added advantage).
  • Experience: At least five (5) years’ experience in financial management, preferably in donor-funded projects.
  • Key Skills: Good knowledge of IFAD or other international donor financial management procedures is desirable; proficiency in accounting software and MS Office; high integrity and attention to detail.

2. Nutrition Specialist

  • Reporting to: Project Coordinator
  • Core Role: Provide technical leadership for the project’s nutrition agenda, designing and operationalizing nutrition education and Social Behavior Change Communication (SBCC) to translate dairy value-chain gains into improved diets and nutrition outcomes.
  • Main Responsibilities: Review current SBCC activities; develop nutrition education and SBCC promotional campaign materials (radio, TV, mobile, etc.); design and conduct Training of Trainers (ToT) on nutrition for extension staff; incorporate nutrition education in Livestock Farmer Field Schools (L-FFS); liaise with partners for national campaign dissemination; prepare SMS nutrition messages; and identify/facilitate marketing campaigns to increase high-quality dairy consumption.
  • Qualifications: Master’s degree in Nutrition or related field (Advanced training in SBCC is an asset).
  • Experience: At least five (5) years of experience in designing nutrition education and SBCC materials, preferably in rural/agricultural contexts; good understanding of behavior change communication theory.
  • Key Skills: Strong understanding of dietary diversity, underlying causes of malnutrition, and behavior change theory; proficient in developing multimedia materials; good communication and results-oriented skills.

3. Knowledge Management and Communications Specialist

  • Reporting to: Project Coordinator
  • Core Role: Enhance project visibility and results, converting feedback from beneficiaries into policy briefs.
  • Main Responsibilities: Develop processes to capture, share, and use lessons learned and good practices; ensure documentation and wide sharing of project results (briefing notes, videos); support advocacy by developing policy-relevant briefs; set up and facilitate regular feedback to partners and beneficiaries; ensure C-SDTP visibility on media platforms (TV, radio, social media); develop tools for PCO staff to collect/share information; collaborate with KM officers of other IFAD-supported projects; and ensure innovative experiences are shared within the project, GoT, and IFAD.
  • Qualifications: University degree in Communications, Journalism, International Development, Economics, or related field (A Master’s degree is an added advantage).
  • Experience: Minimum of three (3) years of professional experience in a knowledge management position for international development projects; experience integrating knowledge management with M&E and/or managing KM/communications budgets is an asset; working experience with IFAD-funded projects is an advantage.
  • Key Skills: Fluent in Swahili and English; demonstrated skills in strategic communication, stakeholder engagement, media relations, digital/social media management, facilitation, and content creation; ability to work in an interdisciplinary team.

4. Information Technology (IT) Specialist

  • Reporting to: Project Coordinator (under technical matrix supervision from the MLF ICT Unit)
  • Core Role: Lead the project’s digital transformation agenda, ensuring secure, interoperable, user-centered systems for project stakeholders.
  • Main Responsibilities: Conduct needs assessment for and deploy MCC/MCP MIS upgrades (farmer registry, volumes/quality, payments, connectivity solutions); identify vendor for MIS upgrades; establish data pipelines for analytics; support knowledge sharing; provide technical inputs to procurement and manage vendor deliverables; implement data protection measures; ensure compliance with IFAD/GoT policies on safeguarding/PSEA, data privacy; and produce technical documentation for all digital systems.
  • Qualifications: University degree in Systems/ICT/Information Systems or related field (A Master’s degree is an added advantage).
  • Experience: 8+ years of directly relevant experience; advanced level competencies in ICT systems supporting rural development; experience working with private sector mobile network operators; proven track record in systems rollout, user training, and vendor/SLA management; demonstrable experience in systems integration (APIs), data governance, and writing technical documentation.
  • Key Skills: Fluent in Swahili and English; proficiency with collaboration and documentation tools (MS 365/Office, basic CMS); proficiency in data visualization; strong critical thinking and problem-solving skills.

5. Administrative Secretary

  • Reporting to: Finance and Administration Manager
  • Core Role: Provide administrative and secretarial support to the Project Coordination Office (PCO), ensuring effective communication, proper record-keeping, logistical support, and smooth day-to-day operations.
  • Main Responsibilities: Manage front office (correspondence, inquiries, reception, senior staff diary); organize meetings, workshops, and missions (logistics, invitations, minutes); manage office calendar; ensure availability of office supplies; maintain registers and ensure secure filing/archiving of project documents; arrange travel logistics (transport, accommodation, allowances); and provide communication support.
  • Qualifications: Diploma in Secretarial Studies, Business Administration, or related field.
  • Experience: Minimum of three (3) years’ relevant experience as a Secretary or Administrative Assistant, preferably in donor-funded projects.
  • Key Skills: Proficiency in MS Office (Word, Excel, PowerPoint, Outlook) and office management systems; strong organizational and time-management skills; excellent written and oral communication skills in English; high integrity and confidentiality.

6. Drivers (Multiple Positions)

  • Reporting to: Finance and Administration Manager
  • Core Role: Provide safe, timely, and efficient transportation services for the C-SDTP PCO and implementing partners, ensuring proper care, cleanliness, and preventative maintenance of assigned vehicles.
  • Main Responsibilities: Drive project staff/consultants/visitors; plan routes for safety and efficiency; maintain professional conduct and confidentiality; carry out daily vehicle checks; ensure cleanliness and roadworthiness; promptly report mechanical problems/accidents; ensure scheduled servicing; maintain accurate vehicle logbooks (mileage, fuel, movements); assist with delivery/collection of documents; provide logistical support during field missions; and perform simple clerical support when required.
  • Qualifications: Secondary education (Form IV/Form VI or equivalent).
  • Experience: At least five (5) years’ experience as a Driver, preferably in donor-funded projects, NGOs, or government institutions (Level I certificate in Motor Vehicle Maintenance/Mechanics is an added advantage).
  • Key Skills: Valid and clean driving license (classes C1, C2, C3, or D); Advanced Drivers’ Certificate from a recognized institution; knowledge of basic vehicle mechanics; good knowledge of road safety regulations and routes within Tanzania; ability to communicate in Kiswahili and basic English; high integrity and reliability.
