About the Programme

The MasterCard Foundation in partnership with BRAC International (BI) is implementing an initiative that will create a positive and measurable impact for 1.2 million adolescent girls and young women and 9.5 million people across seven countries in East and West Africa, including Ghana, Kenya, Liberia, Rwanda, Sierra Leone, Tanzania, and Uganda.

There is mounting urgency to support adolescent girls and young women (AGYW) living in poverty, which has been further amplified by the global pandemic. Through this partnership, scalable economic development approaches will be delivered in communities to foster the agency and voice of AGYW. They will have the opportunity to fulfill their aspirations, achieve sustainable livelihoods, and engage in advocacy issues.

BRAC International is implementing an integrated and holistic model to address the various life cycles of a young woman living in poverty, ensuring she is able to transition safely from adolescence to adulthood. She will be equipped with the appropriate skills, tools, and access to finance to effectively exercise her agency and build a fulfilling and productive livelihood.

Branch Accounts and Operations Officer

BRAC Maendeleo Tanzania is seeking a dedicated and detail-oriented professional to join our team as a Branch Accounts and Operations Officer. Reporting to the Regional Accounts Manager, this role is responsible for managing branch-level accounts and finance, procurement, coordination, partnerships, and administrative functions, while ensuring smooth and effective programme implementation. The Officer will serve as the custodian of branch financial and accounting processes, ensuring compliance with BRAC policies, donor requirements, and regulatory standards. Working closely with the Branch Manager, the role includes day-to-day financial management, financial monitoring, stakeholder coordination, and supporting the timely and high-quality delivery of programme activities. The Officer will also manage financial reporting, banking processes, cash requisitions, and the preparation of MIS, internal, and donor reports, while providing operational and technical support across all branch activities. The ideal candidate will demonstrate high integrity, strong organizational and analytical skills, and the ability to work effectively with diverse internal and external stakeholders.

Key Responsibilities:

 

Financial Management and Cash Operations:

  • Receive and verify all collections from Program Assistants (PAs) and accurately record them in the Daily Cash Register (DCR) in line with BRAC financial policies.
  • Ensure all financial transactions are supported by properly prepared vouchers, bills, and supporting documentation, duly authorized before filing.
  • Conduct daily coordination with the Branch Manager (BM) and Program Assistants to estimate expected collections and plan timely banking arrangements.
  • Distribute and track collection sheets to Program Assistants according to the approved collection schedule through the VSLA platform.
  • Ensure timely deposit of collections into the designated bank account in accordance with country finance policies.
  • Process cash requisitions for branch activities, ensuring requests are properly authorized and submitted to the Regional Accountant based on approved activity plans.
  • Maintain adequate cash flow at the branch to support approved project activities while complying with cash holding limits.
  • Record all branch-level financial transactions in the accounting system (e.g., SBI Cloud) in a timely manner to ensure accurate financial records and smooth month-end closing.

Financial Controls, Reconciliation, and Compliance

  • Perform daily and month-end cash reconciliations, ensuring consistency between physical cash balances, the Daily Cash Register (DCR), and accounting system records.
  • Reconcile collections recorded by Program Assistants with digital tools (e.g., Binsight) and accounting records to ensure accuracy and completeness.
  • Monitor financial transactions to ensure compliance with BRAC financial policies, internal control procedures, and donor requirements.
  • Identify discrepancies or irregularities in financial records and promptly escalate issues to the Branch Manager and Regional Accountant for resolution.
  • Serve as the custodian of all financial, procurement, and accounting records at the branch level.
  • Maintain well-organized physical and digital filing systems to ensure documents are accessible for monitoring, supervision, and audit purposes.
  • Ensure all financial documentation is complete, accurate, and maintained in accordance with organizational record management standards.
  • Ensure accurate and timely data synchronization between field activities and the accounting system.

Branch Operations and Programme Coordination:

  • Support the Branch Manager in coordinating and monitoring AIM programme activities at the branch level in accordance with the programme operations manual.
  • Participate in field visits including AIM club activities, Youth Development Club (YDC) meetings, VSLA meetings, and field trainings as required.
  • Assist in the recruitment and onboarding of mentors and support staff involved in programme implementation.
  • Support the identification and establishment of club spaces and related agreements in accordance with programme guidelines.
  • Assist in service provider mapping and engagement to support program implementation.
  • Support the identification and coordination of schools providing education support under the programme.
  • Support branch-level procurement activities in compliance with BRAC procurement policies and procedures.
  • Maintain an updated stock and asset register for all branch-level equipment, furniture, and electronic devices.
  • Ensure proper custody, tracking, and periodic verification of branch assets and inventories.

Technical and Implementation Support:

  • Support the Branch Manager in supervising programme implementation at the branch level, ensuring activities are delivered according to the Annual Operating Plan (AOP).
  • Assist in team setup, staff onboarding, training, and planning of programme activities for Program Assistants.
  • Support the BM in ensuring the effective use of Binsight and related digital systems from household surveys to programme monitoring activities.
  • Support preparation and timely submission of MIS reports, financial reports, and donor reports.
  • Contribute to the development of market linkages and value-chain activities related to programme implementation.

Supervisory and Coordination Support:

  • Serve as the secondary focal point at the branch level, supporting coordination with internal and external stakeholders.
  • Supervise branch administrative staff where applicable (e.g., Office Assistant), providing guidance, task supervision, and performance feedback.
  • Co-facilitate monthly branch coordination meetings to strengthen communication, planning, and programme alignment.
  • Support monitoring, research, and survey activities including household surveys and programme assessments.
  • Assist in organizing community dialogues, workshops, and stakeholder meetings.

General Administration Support

  • Support the efficient functioning of the branch office and ensure a safe and conducive working environment.
  • Coordinate the procurement and management of office supplies and consumables.
  • Maintain effective administrative record-keeping systems at the branch office.
  • Serve as the focal point for branch-level safety and security matters.
  • Coordinate incident reporting and documentation, ensuring timely communication and corrective action where required.

Safeguarding Responsibilities:

  • Promote and uphold BRAC’s safeguarding principles by ensuring that all staff, participants, and community members are protected from abuse, exploitation, harassment, and neglect during programme implementation.
  • Contribute to maintaining a safe, respectful, and inclusive working environment for staff and programme participants, ensuring that safeguarding considerations are integrated into all programme activities.
  • Act as a resource person for safeguarding awareness at the branch level, providing guidance to staff and promoting adherence to safeguarding policies and standards.
  • Support the implementation and monitoring of safeguarding policies, ensuring that safeguarding measures are considered in programme planning, field activities, and interactions with participants.
  • Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do the same.

Educational & Experience Requirements:

  • Bachelor's degree (preferred) or Diploma in Finance/Accounts/Business Administration/ Commerce and /or other relevant fields.
  • At least 2 years’ experience in national/international development sector, including experience with managing finance and accounts for development programs including microfinance, livelihood, education, agricultural and food security, and/or girl’s and women’s empowerment programs

Required Competencies:

 

  • Experience in project management and coordination, including supervision and monitoring, administration, finance, and logistics
  • Strong Microsoft Office skills
  • Strong sense of teamwork and collaboration, and demonstrated ability to build relationships with individuals from diverse backgrounds
