Position: Head of Administration, BRAC Maendeleo Tanzania (BMT)
Job Location: Dar-Es-Salaam, Tanzania
About the Role:
BRAC Maendeleo Tanzania is looking for a dynamic and strategic leader to serve as the Head of Procurement and Administration. This role is responsible for providing leadership, oversight, and direction across procurement, administrative, and logistical functions to ensure efficient, effective, and timely operational support to the organisation. The position ensures full compliance with organisational policies, procedures, and applicable regulations, while strengthening systems, enhancing cross-functional coordination, and enabling smooth programme implementation. The Head of Procurement and Administration will play a key role in improving operational efficiency, strengthening internal controls, and supporting overall organisational performance and impact.
Key Responsibilities:
- Supervise administrative support staff, including drivers and cleaners, to ensure smooth daily operations and a clean, organized work environment.
- Advise management on procurement, logistics, and administrative matters, provide regular reports, and escalate operational risks or issues that may disrupt business continuity.
- Conduct regular reviews of organisational, donor, and statutory guidelines to ensure compliance with internal policies and regulatory requirements.
- Evaluate operational systems and procedures to identify efficiency gaps and implement corrective and improvement measures.
- Establish and monitor Key Performance Indicators (KPIs) to assess the effectiveness and efficiency of operational functions.
- Prepare and present regular operational performance reports and updates to senior management and key stakeholders.
- Collaborate with program teams and country leadership to align operational support with programmatic objectives and organisational priorities.
- Promote cross-functional collaboration, communication, and teamwork to achieve shared organisational goals.
- Monitor vendor and contract performance to ensure accountability, quality delivery, and value for money.
- Assess operational risks related to procurement, logistics, and administration, and develop mitigation and contingency plans.
- Ensure compliance with workplace health, safety, and security regulations, and maintain systems for incident reporting, tracking, and resolution.
Safeguarding Responsibilities:
- Establish a safeguarding culture across all the levels of the project by implementing the safeguarding policy. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
- Responsible for ensuring that team members are appropriately trained, supported and have access to resourcesregarding issues that are identified and actioned in accordance with the safeguarding policy and procedure.
- Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
Educational & Experience Requirements:
- Bachelor’s degree in Business Administration, Operations Management, Supply Chain Management, or a related field; a Master’s degree is an added advantage.
- Certified Procurement and Supplies Professional (CPSP) or other relevant professional certification in procurement, logistics, or operations
- Minimum of 7 years’ experience in procurement, logistics, and administration, preferably within NGOs, development, or humanitarian organisations.
- Proven experience in leading teams and managing large operational portfolios.
- Experience in developing and implementing operational policies, procedures, and processes to ensure efficiency, accountability, and compliance with organisational and donor requirements.
- Strong background in overseeing procurement, logistics, and administrative functions in a complex NGO environment.
Required Knowledge, Skills & Competencies:
- Strong communication, interpersonal, teamwork, and negotiation skills.
- Results-oriented with the ability to deliver high-quality work in a timely manner.
- Strong analytical, planning, and forecasting skills.
- Strong finance and budgeting skills relevant to operational management.
- Ability to work in a multi-cultural environment.
- Capacity to monitor large-scale operations, take high-level responsibilities, and work under pressure with tight deadlines.
- Experience in managing a diverse workforce, including performance management, capacity building, coaching, and mentoring.
- Proactive in identifying and addressing operational issues.
