Head of Health, Safety, Security, and Environment at Tanzania East Africa Gateway Terminal Limited (TICTS)
The Head of HSSE is responsible for leading the development, implementation, and management of the health, safety, security, and environmental strategies for the Tanzania East Africa Gateway Terminal Limited (TEAGTL). This role ensures that all HSSE policies and procedures comply with local and international regulations, while maintaining the safety and security of employees, visitors, and the environment. The Head of HSSE plays a crucial role in promoting a culture of safety, ensuring risk mitigation, and driving continuous improvement in all HSSE-related activities.

Location: Terminal Port - Dar es Salaam
Reports to: Chief Operations Officer (COO) / General Manager
Key Responsibilities:
1. HSSE Strategy Development:
· Develop, implement, and monitor the HSSE strategy and policies aligned with corporate goals and industry best practices.
· Ensure HSSE objectives are integrated into the overall business strategy of the terminal.
· Lead the continuous improvement of the HSSE management system to mitigate risks and prevent incidents.
2. Compliance and Regulatory Management:
· Ensure the terminal complies with all local, national, and international HSSE regulations, standards, and laws.
· Liaise with regulatory bodies, ensuring timely submission of reports, permits, and other legal requirements.
· Stay up to date with changes in HSSE legislation and ensure compliance across all departments.
3. Risk Management:
· Conduct risk assessments to identify potential hazards within the terminal, including operational, environmental, and security risks.
· Implement risk control measures to prevent incidents and ensure the safety of personnel, assets, and the environment.
· Ensure the port’s emergency preparedness and response plans are effective, regularly updated, and tested through drills.
4. Incident Management:
· Oversee the investigation of all incidents, accidents, and near-misses, ensuring root cause analysis and corrective actions are implemented.
· Maintain accurate incident records and produce regular reports for senior management and regulatory bodies.
· Lead the development of lessons learned to prevent recurrence of incidents.
5. Safety Culture and Awareness:
· Promote a proactive safety culture across the organization, ensuring all employees understand and adhere to HSSE policies.
· Lead safety campaigns, workshops, and training programs to improve employee awareness and safety performance.
· Ensure that HSSE information is communicated effectively at all levels of the organization.
6. Environmental Management:
· Oversee the implementation of the terminal’s environmental management system, ensuring compliance with relevant environmental regulations.
· Manage programs for waste management, pollution control, energy efficiency, and environmental impact reduction.
· Ensure that environmental monitoring and reporting are conducted regularly and meet the required standards.
7. Security Oversight:
· Develop and implement security policies and procedures to protect personnel, cargo, and terminal assets.
· Ensure that security measures meet ISPS (International Ship and Port Facility Security) standards and other relevant security regulations.
· Coordinate with local law enforcement and other security agencies to enhance the terminal’s security posture.
8. Team Leadership and Management:
· Lead and mentor the HSSE team, ensuring they have the skills and resources to perform their duties effectively.
· Conduct regular performance evaluations and provide opportunities for professional development within the HSSE team.
· Foster a collaborative environment between the HSSE department and other operational teams within the terminal.
9. Audits and Inspections:
· Conduct regular HSSE audits, inspections, and site visits to ensure compliance with policies and regulations.
· Develop corrective action plans based on audit findings and ensure they are implemented effectively.
· Prepare the terminal for external audits from regulatory bodies or industry organizations.
10. Reporting and Communication:
· Provide regular HSSE reports to senior management, highlighting key metrics, trends, and areas of concern.
· Communicate HSSE performance to stakeholders, including customers, contractors, and government agencies.
· Maintain open channels of communication with employees to address concerns or suggestions related to HSSE issues.
Qualifications:
Education:
· Bachelor’s degree in Occupational Health and Safety, Environmental Science, Engineering, or a related field.
· A Master’s degree in Safety Management, Environmental Management, or Security Management is an advantage.
· Professional certifications such as NEBOSH, IOSH, or OSHA are preferred.
Experience:
· At least 10-15 years of experience in an HSSE role, with a minimum of 5 years in a senior leadership position, ideally within the maritime, logistics, or port industry.
· Experience managing large, complex environments with a focus on safety, environmental compliance, and security.
Technical Skills:
· Strong knowledge of HSSE regulations, best practices, and industry standards (e.g., ISO 14001, ISO 45001).
· Experience with incident investigation, risk management, and safety auditing.
· Understanding of port security regulations, such as ISPS (International Ship and Port Facility Security Code).
Soft Skills:
· Excellent leadership and communication skills with the ability to influence and motivate teams.
· Strong analytical and problem-solving skills, with attention to detail.
· Ability to work under pressure and make sound decisions in critical situations.
· High level of integrity and commitment to promoting a culture of safety.

· Reduction in the number of accidents and incidents.
· Compliance with HSSE regulations and internal standards.
· Improvement in safety audit scores and reduction in non-conformities.

Working Conditions:
· Combination of office work and site visits to terminal operations.
· May require working outside of regular business hours to manage critical incidents or address urgent safety concerns.
· Interaction with regulatory bodies, customers, and contractors to ensure compliance and safety.
