Job Purpose
To lead the development, governance, and delivery of credit impairment (IFRS 9 Expected Credit Loss) and regulatory reporting in compliance with Bank of Tanzania (BoT) prudential regulations and international financial reporting standards. The role ensures accurate, timely, and insightful reporting to support regulatory compliance, financial reporting, and effective risk management.
Principle Responsibilities
- Lead the end-to-end IFRS 9 Expected Credit Loss (ECL) process including staging, provisioning, and reporting. Ensure compliance with IFRS 9 and alignment with Bank of Tanzania credit risk and provisioning guidelines.
- Oversee development, calibration, and validation of PD, LGD, EAD and Loss rate models, considering Tanzanian and subsidiary portfolio characteristics. Monitor Significant Increase in Credit Risk (SICR), default definitions, and cure methodologies in line with both IFRS 9 and BoT directives.
- Incorporate forward-looking macroeconomic overlays relevant to Tanzania (e.g., GDP growth, inflation, exchange rates, sector risks). Perform portfolio analytics (segment-level impairments, sectoral exposures, NPL movements).
- Support internal, external, and regulatory audits relating to impairment. Coordinate model validation, internal audit reviews, and regulatory examinations.
- Lead the preparation and timely submission of all required regulatory returns to the Bank of Tanzania, including capital adequacy returns, asset quality and provisioning reports, large exposures and concentration risk reports, and liquidity and balance sheet returns.
- Ensure alignment between IFRS 9 impairment outputs and BOT regulatory provisioning where differences exist. Interpret new BOT circulars, banking regulations, and prudential guidelines and implement required changes.
- Act as the primary contact for BOT queries, inspections, and supervisory reviews. Liaise with external auditors and Bank of Tanzania supervisors.
- Establish and maintain a robust control framework for impairment and regulatory reporting processes. Ensure strict adherence to IFRS 9 standards, Bank of Tanzania Banking and Financial Institutions Act (BAFIA) requirements, internal policies, and risk governance frameworks.
- Maintain comprehensive model documentation, methodologies, and process manuals.
- Ensure completeness, accuracy, and integrity of data used in impairment models and regulatory reporting. Work closely with IT, data, and MIS teams to resolve data gaps and improve data infrastructure.
- Support implementation and enhancement of IFRS 9 engines and regulatory reporting systems. Drive automation and efficiency improvements to reduce manual intervention and operational risk.
- Collaborate with Risk, Finance, Treasury, Credit, and Business units on key assumptions and reporting outputs. Provide detailed impairment and regulatory insights to senior management committees, including the Capital Management Committee (CMC), Asset and Liability Committee (ALCO), and Board Risk Committee.
- Lead and develop a team of credit risk and reporting analysts. Set clear performance objectives aligned with organizational goals.
- Build local capability in IFRS 9 modelling, regulatory reporting, and data analytics.
- Promote strong risk culture, accountability, and continuous improvement.
Qualifications Required
- Bachelor’s degree in finance, Accounting, Banking, Finance, Economics, Statistics, or related field.
- Master’s degree is an added advantage, while professional certifications such as CPA(T), ACCA, CFA, or FRM are highly desirable.
- Minimum of five years’ experience in banking, preferably within Tanzania or the East African market, with a strong understanding of local regulatory and business environments.
- Proven experience in IFRS 9 impairment management, including Expected Credit Loss (ECL) frameworks, and credit risk measurement methodologies.
- Demonstrated expertise in Bank of Tanzania regulatory reporting, ensuring compliance with prudential and supervisory requirements.
- Strong understanding of the IFRS 9 impairment framework, Bank of Tanzania prudential regulations, Basel II/III principles, and the Tanzanian macroeconomic environment and sectoral risk dynamics.
- Proficiency in advanced data analysis using Excel, SQL, SAS, and Python, with hands-on experience in core banking systems, IFRS 9 engines, and regulatory reporting tools.
- Strong analytical and quantitative skills, coupled with exceptional attention to detail and accuracy, ensuring high-quality analysis and reporting outcomes.
- Proven ability to interpret regulatory requirements and translate them into practical reporting frameworks and compliance obligations.
- Effective communicator with strong leadership and team development capabilities, able to engage confidently with regulators and senior stakeholders while performing effectively under pressure, particularly during reporting cycles.
- Experience working with the Bank of Tanzania on regulatory reporting and supervisory reviews.
- Knowledge of local credit risk trends, stress testing, and ICAAP processes, with exposure to EAC/SADC regulatory environments considered an advantage.
