ORGANIZATIONAL CONTEXT:

The WFP Country Strategic Plan 2022-2027 seeks to ensure that vulnerable populations achieve climate-resilient livelihoods and improved food security and nutrition through sustained smallholder access to markets, enhanced value chains, and sustainable management of natural resources. This objective will be achieved by supporting smallholder men and women producers to diversify livelihoods, reduce post-harvest loss, and improve access to information, technologies, and markets.
JOB PURPOSE:
Under the supervisor of the Deputy Country Director, the incumbent of the position shall lead and manage the WFP Dodoma Office, WFP Supply chain operations in Tanzania and ensure effective and efficient management of human and financial resources for the delivery of WFP programs.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
- Contribute to the development of Country strategies, policies and programmes to ensure that local needs inform country-wide planning.
- Contribute to partnership growth by identifying opportunities to deepen collaboration with government counterparts and stakeholders in sectors related to Food Systems.
- Foster productive partnerships with key stakeholders amongst government and other national organizations, UN agencies, NGOs, private sector and academia to share knowledge and resources and build capacity, resulting in coordinated and cost-effective WFP programmes.
- Hold accountability for close collaboration with government counterparts and other partners in identifying where assistance can be usefully employed and ensure provision of support and technical expertise for the planning, formulation and implementation of food assistance programmes.
- Contribute to the formulation and implementation of corporate supply chain strategies, business models and solutions to meet operational requirements while achieving operational cost efficiency, agility, reliability, quality and to support national capacity strengthening.
- In collaboration with programme unit, identify opportunities for the development of business linkages between national institutions, private sector players and smallholder farmer organizations.
- Lead the Dodoma Office in the implementation of the Country Office’s Smallholder Agriculture Market Support strategy in coordination with CO functional units and partners.
- Design, plan and manage implementation of innovative supply chain operations, initiatives and large-scale services to ensure timely, cost-effective and integrated approach with core activities and services and in close cooperation with key supply chain stakeholders.
- Lead supply chain planning and oversee and coordinate periodic planning across functions and with WFP Country Offices to develop consensus on supply chain operational plans. Coordinate implementation of agreed plans in close cooperation with key supply chain stakeholders.
- Engage with beneficiaries, inspect storage places and points where WFP commodities are received, in order to ensure compliance with WFP policies and that progress is made in the achievement of project objectives.
- Effectively manage the Dodoma Office to ensure transparent and efficient people management and the continued development of a cohesive and high performing team.
- Hold accountability for security of WFP staff, operations, premises and assets in the Field Office to ensure that WFP security and safety standards are locally set and followed. Actively participate and contribute to the Area Security Management Team (ASMT).
- Take responsibility for an equitable and inclusive workplace which incorporates all dimensions of the WFP diversity and inclusion framework.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
- 7 to 10 years of postgraduate professional experience with a track record of progressive responsibility.
- Experience in developing and managing relationships and national capacity building initiatives with government Institutions, private sector, UN Agencies and/or NGO partners.
- Has developed, or supported in the development of, complex and multi-discipline work plans to support the achievement of WFP strategic aims within a broad area.
- Gained broader exposure across areas within a function (i.e. Supply chain, policy, programme etc.).
- Has experience leading a large team to ensure the effective delivery of objectives.
- Participated in a complex vendor/government/ partner negotiation in support of Country, Regional or Functional level strategic plans.
- Has broad experience with security co-ordination and compound management within a larger area.
- Experience in monitoring operational success and suggesting areas of improvements.
- Experience supervising teams of professional staff.
- Experience in coordinating supply chain operations (including procurement of food, goods, and services).
STANDARD MINIMUM ACADEMIC QUALIFICATIONS:
Education: Advanced University degree in Economics, International Development, Social Sciences Business Administration, Operations management or other related field, or First University degree with additional years of related work experience and/or training/courses.
Language: Fluency (level C) in English and Swahili.
