Job Description

This role's primary goal is to help organize and deliver training sessions and support activities that address non-tariff barriers and raise awareness of ePing in the East African Community (EAC) Partner States.

Work Location: Arusha, Tanzania

Expected Duration: 6 months, with a possibility of extension.

Duties and Responsibilities

This position is part of the EU-EAC MARKUP II, a regional development project with a budget of €40 million, running from 2023 to 2027. It is funded by the European Union and implemented by the International Trade Centre (ITC). The project's goal is to boost economic growth in the EAC by fostering a favorable business and export environment for Micro, Small and Medium-sized Enterprises (MSMEs), sector associations, and government institutions. The MARKUP II program focuses on reducing market access barriers, improving quality compliance and standards, and providing training and capacity building for enhanced market access.

The two main pillars of this program are supporting the Non-Tariff Barriers (NTB) Resolution mechanisms through National Monitoring Committees (NMCs) and increasing private sector outreach on the ePing SPS & TBT Notification Alert System. The ITC is looking for a technical consultant to work closely with the EAC Secretariat, national stakeholders, and private sector actors across the region.

Under the direct supervision of a Market Analyst and in close collaboration with the Regional Coordinator, the Capacity Building Technical Advisor will have the following responsibilities:

In relation to non-tariff barrier resolution:

  • Assist in preparing training materials and curricula for NMCs.
  • Help coordinate training schedules and activities for NMC members in MARKUP II Programme countries.
  • Assist in reviewing training materials to ensure they align with the regional roadmap of actions approved by the Regional Monitoring Committee on NTBs.
  • Support the organization and facilitation of NMC meetings in Partner States, including sessions on new training content, and collect participant feedback.

In relation to ePing awareness:

  • Assist in preparing and delivering ePing training workshops and awareness materials.
  • Help organize and facilitate ePing-related workshops and meetings in EAC Partner States, with a special focus on private sector engagement.
  • Support coordination with national SPS and TBT inquiry points and ePing administrators to improve stakeholder engagement.
  • Assist in monitoring the implementation of ePing activities and reporting on progress.
  • Support other related tasks as needed.

Please note: The selected candidate must be available for short-term duty travel.

Qualifications

  • An advanced university degree (Master’s or equivalent) in business administration, management, economics, marketing, or a related field. A first-level university degree with an additional two years of relevant experience may be accepted instead of a Master's degree.
  • A minimum of two years of experience in trade-related project or program management, administration, or a similar field.
  • Experience in designing and implementing training programs for various audiences.
  • Experience working on projects with the EAC Secretariat is desirable.
  • Experience with non-tariff barriers (NTB) resolution mechanisms is desirable.
  • Experience with ePing or similar platforms is desirable.

Languages

Fluency in English is required. Fluency in French and Swahili are desirable.

Additional Information

This contract will be managed by UNOPS on behalf of the ITC. This vacancy is open to nationals of EAC Partner States. Applicants must be authorized to work at the duty station in Arusha. If you are selected from outside the duty station, you will be responsible for your relocation expenses.
