Job Description

The Christian Social Services Commission (CSSC) is an ecumenical body established in 1992 by the Christian Council of Tanzania (CCT) and Tanzania Episcopal Conference (TEC) to coordinate and strengthen the delivery of health and education services by member churches in Tanzania. CSSC coordinates a network of more than 900 church-owned health facilities, the majority of which are rural-based, contributing nearly 14% of all health facilities in Tanzania, and 1,000 church-based education institutions providing 10% of all education services offered in Tanzania.

Ministry of Health, through Global Fund Cycle 7 (GFC7) Grant support, implements an essential TB/HIV community-based program (Oct 2025 – Dec 2026) in support of the national effort to sustain and expand community HIV and TB services. The GFC7 program is implemented in collaboration with Lead CSO – CSSC – and four Sub-sub Recipients (SSRs): TAYOA, NACOPHA, MKUTA and STEPS. It focuses on the provision of community-based TB/HIV services across 185 councils and prioritises peer-led service delivery and integration with Local Government Authorities.

Program Goals

  • Reduce new HIV infections by 85% (from 2010 baseline) by 2025.
  • Reduce mother-to-child transmission (MTCT) to <4% at the end of breastfeeding by 2025.
  • Reduce AIDS-related deaths by 80% from the 2010 baseline.
  • Reduce HIV-related stigma to <5% by 2025.
  • Reduce TB incidence and mortality through enhanced detection, treatment, and prevention.

CSSC is now seeking applications from highly qualified, well-experienced, competent, and motivated persons to fill the following position:

Position Details

Job Title:Zonal TB/HIV Coordinator – 5 Posts
Reports To:Technical Project Manager
Duty Stations:Arusha, Dar es Salaam, Dodoma, Mwanza, Mbeya

Job Summary

The Zonal Coordinator will provide overall leadership, oversight, and coordination of community TB/HIV interventions within the assigned zone. The role ensures quality implementation and effective collaboration with councils, SRs/SSRs, and national stakeholders, addressing operational challenges in real time to achieve program goals.

Main Roles and Responsibilities

  • Lead zonal planning, coordination, and implementation of all community TB/HIV interventions in line with work plans and targets.
  • Supervise and mentor Zonal Officers to ensure quality and timely delivery of interventions.
  • Coordinate with RHMTs, CHMTs, and LGAs to strengthen local government engagement, integration, and ownership.
  • Conduct regular joint supportive supervision with SR/SSR teams, provide technical guidance, and document findings.
  • Oversee data verification, performance reporting, and follow-up of corrective actions for underperforming councils.
  • Facilitate zonal review meetings, share best practices, and address implementation bottlenecks.
  • Ensure timely submission of zonal reports (programmatic, financial, and M&E) to the Technical Advisors.
  • Escalate risk and compliance issues to the Technical Advisor and support mitigation measures.

Qualifications and Experience

  • Education: Bachelor’s degree in a health-related field from a recognized university/college (required). Master’s in Social Sciences or Project Management is an added advantage.
  • Experience: Minimum 7 years managing donor-funded health programs, with at least 3 years in supervisory or coordination roles.
  • Stakeholder Engagement: Proven experience working with government health structures (RHMTs/CHMTs) and CSOs.
  • Technical Knowledge: Strong knowledge of TB/HIV programming and Global Fund grant implementation requirements.
  • Program Quality: Experience in data verification, program supervision, and risk-mitigation approaches.
