Job Purpose

The role is responsible to operationalize CRDB’s approved Data Governance Framework by maintaining clear decision rights, ownership and stewardship, coordinating governance forums, monitoring governance controls and ensuring data issues and exceptions are routed to accountable owners. The role coordinates governance across data disciplines.

Principle Responsibilities

  • Operationalize the Data Governance Framework and RACI: identify and onboard Data Owners, Data Stewards and System Custodians by domain, maintain the ownership register, and keep role assignments current as people and systems change.
  • Draft, review and maintain data governance policies, standards and SOPs (e.g., data governance, data standards, data quality, classification, retention and archival, data sharing) and align them with ICT, Information Security, Risk and Privacy policies; take them through approval and annual review.
  • Act as secretariat for the Data Governance Council and domain working groups: prepare agendas and papers, record decisions and actions, and track them to closure.
  • Define governance controls and evidence requirements, run periodic compliance checks against approved policies and standards, log exceptions and waivers, and escalate material non-compliance through the Manager.
  • Run the enterprise data issue log, assign owners, track ageing and resolution, and route cross-domain disputes to the right decision forum.
  • Embed governance checkpoints in system procurement, SDLC and change management so that ownership, definitions, classification, quality rules, lineage and retention are agreed before go-live.
  • Map governance controls to Bank of Tanzania requirements, PDPA 2022 and BCBS 239 good practice; coordinate audit and regulatory requests on data governance; and work with the DPO on data subject request handling, retention and data sharing ownership.
  • Maintain the governance scorecard and Unit BSC inputs (ownership coverage, policy compliance, issue ageing, stewardship activity), and support periodic data management maturity assessments against DAMA/DCAM and track the improvement roadmap.
  • Work with the Data Quality, Master Data & Metadata, Data Architecture & Integration and Enterprise Analytics & BI units so that standards are consistent and decisions are recorded once.
  • Design and deliver awareness and training for leaders, Data Owners, Stewards and staff, and maintain governance guidance and communications on the DMO SharePoint site.

Qualifications Required

  • Bachelors degree in Information Systems, Computer Science, Business Administration, Risk Management, Law, Information Management or a related field.
  • Certified Data Management Professional (CDMP), DCAM certification, CIPP/CIPM or other data privacy certification, or COBIT/CISA are added advantages.
  • Minimum of 3 years of experience in data governance, data management, data quality, metadata management, compliance, risk management, information management, or related roles in a complex enterprise environment.
  • DAMA-DMBOK2 Data Governance, with working knowledge of all other knowledge areas, particularly Data Quality, Metadata, Reference & Master Data, Data Security and Data Architecture.
  • EDM Council DCAM components and scoring, and how they are evidenced in maturity assessments.
  • Use of governance and catalogue tools (e.g., Microsoft Purview, Collibra, Informatica) and SharePoint/Power BI for registers and scorecards; working SQL is an advantage.
  • Governance operating models, decision rights, RACI, policy lifecycle, control design and issue management.
  • Personal Data Protection Act 2022, Bank of Tanzania data and reporting requirements, and BCBS 239 principles as good practice.
  • Banking products and processes; ISO 8000 and ISO/IEC 38505 (governance of data); COBIT; risk and control frameworks.
  • Policy and standards writing that is precise, practical and enforceable.
  • Facilitation and influence across senior business and technology stakeholders without direct authority. Programmer coordination: tracking decisions, actions and deadlines across many owners. Analytical skills to assess control effectiveness and compliance evidence.
  • Implement the approved governance framework and RACI, maintain the Data Owner, Data Steward and System Custodian register, and coordinate onboarding and role changes. Maintain the central register and review cycle for approved data policies, standards and procedures; coordinate contributions from accountable capability and control owners rather than authoring every specialist policy.
