Job Description

Job Title: Education Technical Specialist

Project Name: Field Support Services Project (FSSP), Tanzania.

Job type: Consultant

Location of Position: Based in Dar es salaam with responsibilities extending to all geographic areas across Tanzania mainland and Zanzibar.

Reporting to: FSS, Tanzania Project Manager

Remuneration: Fees are subject to negotiation and shall not exceed established market rates.

Indicative LOE/Time Frame: Fixed term of One (1) year – with a total LoE of up to 50 hours per month

Citizenship/Location: Tanzanian citizen. This position is open to experienced candidates currently based in or willing to relocate to Dar es salaam at their own expense.

Language Requirements: Proficiency in English (reading, writing, speaking) is required. Proficiency in Swahili is considered an asset.

Project Description:

The Field Support Services Project (FSSP) in Tanzania is a Canadian-funded initiative designed to enhance the effectiveness and impact of Canada’s development cooperation in the country. The project provides technical, logistical, and administrative support to Global Affairs Canada (GAC) programming through strategic partnerships and expert advisory services, FSSP Tanzania among other things contributes to the design, implementation, and monitoring of education sector interventions aligned with national priorities and Canada’s Feminist International Assistance Policy.

About the work

Technical Specialist (TS) for Education will provide a high-level expertise and guidance across the education portfolio -play a critical role in supporting GAC’s education programming by offering evidence-based analysis, policy advice, and sector coordination support. This position requires a deep understanding of Tanzania’s education landscape, strong analytical skills, and a proven ability to engage with government stakeholders, development partners, and civil society organizations. Specifically, the role holder will:

  • Strategic Advice and Support: Contributing to the analysis, planning, implementation, monitoring, and coordination of Canada’s education programming and policy dialogue in Tanzania. This includes ensuring strategic alignment with Canadian priorities, promoting visibility of Canada’s contributions, and supporting approaches that maximize impact and demonstrate value for money.
  • Technical Expertise: Providing specialized technical guidance to Canada, to the Government of Tanzania, and other partners to support the effective design, and implementation, of education policies and programs. This includes contributing to strategic planning, policy development and program delivery, with a focus on evidence-based approaches and alignment with Canada and Tanzania sectoral priorities.
  • Performance Management: Providing expert support in the design and implementation of monitoring, evaluation, and audit processes, in alignment with the priorities and requirements of Canada. This includes contributing to the development of performance frameworks, indicators, and methodologies; guiding partners on results-based management; and ensuring that evidence and lessons learned inform policy dialogue and program improvements.
  • Harmonization, Coordination and Knowledge Building: Maintain current knowledge of education sector policies, strategies, and ongoing projects led by the Government of Tanzania and development partners. Support and participate in policy dialogue platforms, working groups, and technical committees to foster alignment around thematic priorities and ensure coherence between Canada’s programming and broader sector efforts. Facilitate knowledge exchange through policy research, analysis, and dissemination of strategic information. Promote synergies by identifying opportunities for collaboration and complementarity with other partners’ initiatives.

The Role

Tasks include, but are not limited to:

  • Provide technical advice and analysis to GAC on the education sector by ensuring alignment with policy objectives, monitoring trends and innovations, assessing activities of key stakeholders, and identifying and evaluating risks to support informed decision-making and strategic planning.
  • Preparing briefing notes and presentations on relevant government and GAC policies, programs, and sectoral developments.
  • Conducting analysis of education sector budgets, expenditures, and audit findings to inform program oversight and accountability.
  • Develop and maintain strong, collaborative relationships with government officials, development partners, civil society organizations (national, Canadian, and international), and other key stakeholders in the education sector.
  • Provide technical support during the preparation and implementation of sector reviews, multi-stakeholder monitoring initiatives, audits and evaluations.
  • Participate in Technical Working Groups (TWGs), policy dialogue or other meetings, contributing substantively to discussions and to the development or review of policy papers, strategies, and program documents produced by partners. This includes ensuring that Global Affairs Canada’s positions and requirements are appropriately reflected throughout the process.
  • Actively promote donor coordination and harmonization in all aspects of the program.
  • Provide advice in the design and planning of education projects. Provide informed technical feedback on project proposals, ensuring coherence with national education strategies and opportunities for synergy with existing programs and donor efforts.
  • Provide technical assistance for effective program and project delivery by supporting areas such as results-based planning, monitoring, and evaluation.
  • Support preparations for events and meetings, including briefing materials and coordination with relevant partners.
  • Perform other duties and activities as requested, in support of GAC’s education sector objectives and cross-cutting priorities.

Qualifications & Experience Requirements:

  • A Bachelor’s degree from a recognized university
  • Fluency in spoken and written English and Swahili.
  • A minimum of Three (3) years of cumulative, full-time, professional work experience in the education sector in Tanzania, in a non-teaching, non-clerical capacity (e.g. program management, administration, policy advocacy, research, etc.).
  • Experience in planning, designing, managing, monitoring or evaluating education projects and programs as well as integrating cross-cutting issues such as gender equality and environmental sustainability.

Demonstrated experience in providing advisory services in the following areas:

  • Technical and Vocational Education and Training (TVET), including curriculum development, alignment of training programs with labour market needs, institutional capacity building, and support to national TVET strategies and vocational training institutions.
  • Teacher training, and quality of education, with experience supporting improvements in learning outcomes, instructional methods, and education system performance.
  • Education sector reviews, donor coordination, or technical working groups.

Additionally, the incumbent is also expected to demonstrate skills and competencies below:

  • Knowledge of education sector policy priorities and processes in Tanzania, including planning, management and budgeting of public sector resources;
  • Strong research, analytical and writing skills with a strategic approach to synthesizing information into actional insights that inform policy, programming and decision making; and
  • Strong skills in leadership, teamwork, networking, coordination and intercultural communication.
