Job Description
BRAC Maendeleo Tanzania is part of a leading development organization that started its operations in 2006 in Tanzania, focusing on thematic areas of Agriculture, Youth and Women Empowerment, Food Security and Livelihood.
About the Programme
The MasterCard Foundation in partnership with BRAC International (BI) is implementing an initiative that will create a positive and measurable impact for 1.2 million adolescent girls and young women in 9.5 million People across seven countries in East and West Africa, including Ghana, Kenya, Liberia, Rwanda, Sierra Leone, Tanzania, and Uganda.
There is mounting urgency to support adolescent girls and young women (AGYW) living in poverty, which has been further amplified by the global pandemic. Through this partnership, scalable economic development approaches will be delivered in communities to foster the agency and voice of AGYW. They will have the opportunity to fulfill their aspirations, achieve sustainable livelihoods, and engage in advocacy issues.
BRAC Maendeleo Tanzania is seeking applications from competent, dynamic and self-motivated individual to fill up the following position.
Regional Accounts Manager
The Regional Accounts Manager (RAM) is responsible for providing financial oversight, technical guidance, and quality assurance for branch-level financial operations within the assigned region. Reporting directly to the Country Office Finance Manager, the RAM ensures that all branch financial activities are conducted in compliance with BRAC financial policies, donor regulations, and internal control standards.
Key Responsibilities:
Financial Oversight and Compliance:
- Provide technical oversight of branch financial operations to ensure compliance with BRAC financial policies and donor regulations.
- Review branch financial transactions and records to ensure accuracy and completeness.
- Verify that BAOOs maintain accurate Daily Cash Registers (DCR) and perform required reconciliations.
- Review weekly and monthly bank reconciliations prepared by branches.
- Monitor branch-level financial documentation to ensure completeness and audit readiness.
- Conduct periodic financial quality assurance reviews of branch financial records.
- Ensure compliance with donor financial guidelines and organizational financial procedures.
- Review adherence to local tax and statutory requirements where applicable.
- Monitor synchronization between Binsight and SBI Cloud systems.
- Review system-generated financial reports to detect discrepancies.
- Provide guidance to BAOOs on proper use of financial systems.
- Support resolution of financial system errors or inconsistencies.
Field Monitoring, Branch Support and Regional Financial Risk Management
- Conduct regular monitoring visits to branches to review financial operations.
- Perform surprise cash counts and verify physical financial records
- Review asset registers and inventory records during branch visits
- Assess compliance with internal control procedures
- Provide on-the-job coaching and support to BAOOs.
- Conduct periodic financial risk assessments across branches in the region.
- Monitor key financial risk indicators including cash variances,delayed banking,reconciliation discrepancies,procurement irregularities etc.
- Recommend corrective actions and escalate serious financial risks to the Country Office Finance Team.
- Work closely with regional programme leadership to align financial processes with programme implementation.
- Provide financial guidance during programme activities such as asset distributions and participant support initiatives.
- Support programme teams in financial planning and resource management.
Budget Monitoring, Financial Planning, Financial Reporting and Consolidation
- Monitor budget utilization across branches within the region.
- Analyze budget versus actual expenditures and identify variances.
- Provide financial insights to support programme implementation.
- Support preparation of Annual Operating Plan (AOP) inputs and financial projections.
- Review branch-level financial reports including monthly financial reports, bank reconciliation statements and Procurement summaries
- Ensure financial reports are accurate, complete, and submitted on time.
- Consolidate regional financial data and submit reports to the Country Office Finance Team.
Mentorship and Capacity Building:
- Provide technical guidance to BAOOs on accounting procedures, financial policies, and internal controls.
- Conduct regular coaching and mentoring sessions with BAOOs to strengthen financial management capacity.
- Support the onboarding and orientation of newly recruited BAOOs.
- Identify training needs and recommend capacity development initiatives.
- Facilitate regional finance learning sessions and promote peer learning among BAOOs.
Strengthening Internal Controls, Audit Coordination and Preparedness
- Monitor implementation of internal control systems at branch level.
- Review segregation of duties within branch finance operations.
- Ensure timely reconciliations and proper voucher approval processes.
- Review financial documentation for completeness and compliance.
- Monitor financial transactions to identify potential irregularities or fraud indicators.
- Review unusual financial activities or discrepancies.
- Ensure suspected fraud incidents are reported in accordance with BRAC policies.
- Support investigation and follow-up on financial irregularities where required.
- Support branches in preparing for internal and external audits.
- Conduct pre-audit reviews of branch financial records.
- Ensure financial documentation is properly organized.
- Support BAOOs in responding to audit queries.
- Track implementation of audit recommendations across branches.
Safeguarding Responsibilities:
- Promote and uphold BRAC’s safeguarding principles by ensuring that all staff,participants and community members are protected from abuse,exploitation,harassment and neglect during programme implementation.
- Support the integration of safeguarding standards into financial and programme operations
- Promote safeguarding awareness among staff and encourage reporting of safeguarding concerns.
- Follow established safeguarding reporting procedures for any reportable incidents
Educational & Experience Requirements:
- Bachelor’s degree in accounting, Finance, Business Administration, or Commerce.
- Minimum 4–5 years of experience in finance and accounting, preferably in development or NGO programmes,including experience with managing finance and accounts for development programs including microfinance, livelihood, education, agricultural and food security and/or girl’s and women’s empowerment programs
- Experience supervising finance staff and overseeing financial operations across multiple locations is an added advantage.
Required Competencies:
- Strong knowledge of financial management, accounting principles, and internal controls.
- Experience with financial systems and digital reporting tools.
- Strong analytical, supervision, and mentoring skills.
- Excellent communication and stakeholder coordination abilities.
- High level of integrity and commitment to BRAC’s mission and values.
