Major Responsibilities
In-Country Leadership and Program Management (20%)
- Provide overall leadership and management of the FCI country program, responsible for the achievement of country goals, objectives, and results in a timely and cost-effective manner.
- Lead development and implementation of the FCI Tanzania Country Implementation Plan, translating global FCI guidance, standards and targets into practical country strategies, annual work plans, budgets, implementation arrangements and performance milestones.
- Provide leadership for contextualization of the global FCI model to Tanzania’s health-system architecture, disease burden, geographic priorities, national policies, existing partner investments and faith-based health-service delivery environment.
- Ensure programme implementation adheres to global FCI standards, donor requirements, national policies, technical standards, World Vision policies and applicable Tanzanian laws.
- Ensure implementation maintains the FCI commitment to cost efficiency and the 80/20 principle, maximizing resources directed to frontline service delivery, health workers, facilities and communities while maintaining appropriate management, safeguarding, compliance and quality assurance.
End Results
- FCI Tanzania is effectively established, contextualised and implemented in line with the approved Country Implementation Plan, FCI global standards, Government of Tanzania priorities and donor requirements. Country goals, annual milestones and performance targets are achieved on time and within budget, with resources prioritised toward frontline service delivery in accordance with the FCI 80/20 efficiency principle.
External Relations: Embassy, Government, Christian Health Association, Faith Based Organizations Networks and other Partners
- Serve as the principal in-country point of contact and FCI representative to the U.S. Embassy and GHSD country team, keeping them informed of major program developments.
- Develop and maintain strong working relationships with Ministry of Health; PO-RALG; Ministry of Finance; relevant national HIV/AIDS programme structures; National Tuberculosis and Leprosy Programme; malaria programme structures; RMNCAH and nutrition programmes; health promotion/community health structures; health information and digital-health units; Medical Stores Department and relevant supply-chain actors, where applicable; RHMTs; CHMTs; and LGAs.
- Build, manage and maintain strong partnerships with Christian Health Associations (CHAs), faith-based organizations networks (FBOs), and other strategic partners to support the delivery of integrated health services and advance country ownership goals.
- Represent FCI on the national steering committee (or existing coordinating body) chaired by the host government, ensuring alignment with the country MOU and national health strategies.
- Cultivate and manage relationships with local implementing and sub-partners, faith-based and community health networks, and other partners and organizations, including the Global Fund, its principal recipients and sub-recipients, and other GHSD and bilateral partners.
- Coordinate with other CDC/PEPFAR/GHSD programs and partners so that FCI activities complement ongoing initiatives and adhere to country and global standards, avoiding duplication.
End Results
- Strong and trusted relationships are maintained with the U.S. Embassy, Government of Tanzania, CHA/FBO networks, Global Fund and other strategic partners. FCI is effectively represented in relevant national and sub-national coordination structures, with programme implementation aligned to government systems and complementary to existing health investments, avoiding duplication.
Transition to Government Ownership and Sustainability(15%)
- In close collaboration with the US Embassy, lead high-level negotiations with the Ministry of Health, the Ministry of Finance, and other government authorities to secure the progressive transition and absorption of FCI-supported activities, health workers, facilities, commodities, and data systems into government ownership and domestic financing.
- Develop, negotiate, and steward a country-specific sustainability and transition plan with clear benchmarks, milestones, and timelines, jointly owned with the host government and endorsed by the national steering committee.
- Secure government commitments and co-investment (including budget lines and payroll absorption) for the continued financing of frontline health workers, hubs, spokes, and community platforms beyond the life of the award.
- Advocate with government and faith-based service providers to formalize the integration of faith-based facilities and staff into national health plans, payroll, supply chain, and information systems.
- Track and report on transition progress against agreed benchmarks, escalating risks to government absorption in a timely manner and adjusting the roadmap in coordination with the Global Project Director and the national steering committee.
End Results
- A government-owned sustainability and transition roadmap with clear milestones is agreed and progressively implemented. Measurable government commitments are secured for institutionalisation, domestic financing and progressive absorption of FCI-supported services, health workers, facilities, community platforms, commodities and data systems into national and sub-national systems.
Staff, Consortium, and Operations Management(15%)
- Lead, supervise, and motivate the country team of technical and program-management staff, ensuring strong communication and coordination across the team.
- Manage in-country consortium and sub-partners, establishing and maintaining strong lines of communication and collaboration.
- Oversee country office operations, logistics, procurement, and administration in line with World Vision and donor policies and country laws.
- Provide leadership for in-country consortium management and ensure effective coordination among World Vision Tanzania, consortium members, FBO partners, community partners and other sub-partners.
- Directly supervise the Country Technical Director, Finance and Compliance Manager, and MEL Manager, setting performance expectations and supporting staff development.
- Build an organizational culture characterized by collaboration, performance, learning, integrity, safeguarding and mutual accountability.

- A high-performing, accountable and well-coordinated FCI country team and consortium are established and maintained. Staff and partners have clear roles, performance expectations and accountability mechanisms, while programme operations, procurement, logistics and administration enable timely and quality implementation in compliance with WV, donor and national requirements
Technical Quality, Performance, Learning and Adaptive Management(20%)
- Provide strategic oversight to ensure FCI-supported interventions are technically sound, evidence-based and aligned with Government of Tanzania policies, strategies, guidelines and service-delivery standards, FCI global technical standards and applicable donor requirements.
- Provide leadership for integrated programming across HIV, TB, malaria, maternal, newborn, child and adolescent health, nutrition, community health and health systems strengthening, ensuring interventions reinforce rather than operate parallel to existing national systems.
- Work closely with the Country Technical Director, MEL Manager and other technical leads to establish and routinely review programme performance against agreed targets, indicators, milestones and quality standards.
- Chair/facilitate periodic programme performance and technical review meetings, ensuring that implementation bottlenecks, underperformance, quality gaps and emerging risks are identified early and followed by documented corrective actions.
- Ensure routine programme, service-delivery and financial data are jointly analysed and used to guide management decisions, resource prioritisation and implementation adjustments.
- Provide strategic oversight of the hub-and-spoke service-delivery model, ensuring effective linkages among higher- and lower-level facilities, faith-based providers, community platforms and government health systems.
- Ensure programme approaches strengthen continuity of care, referral and counter-referral systems, community-to-facility linkages and integration of priority health services.
- Promote systematic use of quality-improvement approaches, including identification of service-delivery gaps, root-cause analysis, development of improvement actions and monitoring of corrective measures.
- Ensure programme implementation responds appropriately to geographical, epidemiological and health-system differences across implementation regions and councils while maintaining fidelity to FCI standards.
- Ensure FCI-supported monitoring and data systems are aligned and, where feasible, integrated with Government of Tanzania health-information systems, avoiding unnecessary parallel reporting structures.
- Promote data quality, completeness, timeliness and use, working with MEL and technical teams to ensure reliable evidence for programme management, donor reporting and government decision-making.
- Lead an adaptive-management approach whereby programme strategies, work plans and resource allocations are periodically reviewed and adjusted based on performance data, implementation experience, changing health needs and stakeholder feedback.

- FCI Tanzania consistently delivers high-quality, integrated and evidence-informed health programming aligned with national and FCI standards. Programme performance and service quality are routinely monitored, data and learning are actively used for decision-making, implementation gaps are addressed through timely corrective action, and effective approaches are documented, adapted and progressively institutionalised or scaled through government and faith-based health systems
Grant, Fiscal, Compliance, and Risk Management (15%)
- Hold overall country-level accountability for programme administration, financial management, grant/contract management, partner management and stewardship of FCI resources.
- Oversee country programmatic and financial reporting, ensuring compliance with donor regulations, World Vision policies, and country statutory requirements.
- Work closely with the Finance & Compliance Manager to monitor burn rate; budget versus actual; cash flow; partner advances; procurement; cost efficiency; compliance; audit readiness; and financial risks.
- Champion adherence to the FCI 80/20 efficiency commitment.
- Ensure all expenditure is reasonable, allowable, allocable, appropriately documented and aligned with programme objectives.
- Identify country-level risks – programmatic, financial, safeguarding, security, and reputational – in a timely manner and lead mitigation, escalating to the Global Project Director as needed.
End Results
- FCI resources are managed efficiently, transparently and in compliance with donor, WV and statutory requirements. Budgets, burn rates, cash flow, partner advances and expenditures are proactively managed; financial and programme reports are accurate and timely; audit readiness is maintained; and programmatic, financial, safeguarding, security and reputational risks are identified and mitigated promptly.
Knowledge/Qualifications For The Role
Required Professional Experience
- Minimum of 10 years of progressively responsible experience managing large-scale, donor-funded health programmes, including substantial experience in senior leadership, programme management, financial oversight and staff supervision.
- Demonstrated experience engaging and managing relationships with institutional donors, U.S. Government agencies, host governments—including Ministries of Health and Finance—and multi-organisation consortia and implementing partners.
- Prior experience as a Chief of Party, Deputy Chief of Party, Project Director, Programme Director, Country Programme Manager, or equivalent senior leadership position is strongly preferred.
- Demonstrated experience representing major health programmes with U.S. Embassies/USG agencies, national governments, the Global Fund and other strategic development and health partners. Strong experience working with PEPFAR, CDC, USG, DoD, the Global Fund, or other major institutional health donors is strongly preferred.
- Proven experience supporting government ownership, institutionalisation and sustainability, including negotiating or facilitating the transition, integration or absorption of donor-supported services, programme functions, frontline health workers, systems and associated costs into government structures and domestic financing mechanisms.
- Demonstrated experience managing complex donor awards and ensuring financial stewardship, regulatory and contractual compliance, effective risk management and satisfactory audit performance.
- Strong leadership, diplomacy, negotiation, stakeholder engagement and partnership-management skills, with demonstrated ability to operate effectively across government, donor, faith-based, civil society and community structures. Excellent written and verbal communication skills in English; proficiency in relevant national/local language(s) is strongly preferred.
- Sufficient technical understanding of integrated health programming, including HIV, TB, malaria, maternal and child health, nutrition, community health and health systems strengthening, to provide credible strategic leadership and oversight of multidisciplinary technical teams.
- Spiritual maturity and a biblical worldview – Ability to articulate and model our Christian identity and mission in an inclusive way.
- Demonstrated experience engaging and managing relationships with institutional donors, U.S. Government agencies, host governments including Ministries of Health and Finance—and multi-organisation consortia and implementing partners.
Required Education, Training, License, Registration, And Certification
- Master’s degree in public health, International Development, Business Administration, Public Administration, Health Systems Management, or a related field.

- Partnership and Consortium Management – Ability to lead complex consortium arrangements and partnerships with local organizations, FBOs and health-provider networks.
- Faith-Based and Community Health Systems –Understanding of faith-based service-delivery systems and how faith and community structures can contribute to health outcomes.
- English Language Proficiency: The ability to speak, understand and write fluently in English.
