MAJOR RESPONSIBILITIES

MEL System Design and Implementation (20%)

  • Lead development, periodic review and implementation of the FCI Tanzania MEL Plan, aligned with the global FCI MEL framework and Tanzania national health-sector monitoring systems.
  • Develop and maintain country-specific: results framework; indicator matrix; indicator reference sheets; performance monitoring plan; data-flow diagrams; data-collection tools; reporting calendars; data-quality protocols; and learning agenda.
  • Adapt global FCI indicators and definitions to the Tanzania context while ensuring comparability across FCI countries and consistency with Government and donor indicator definitions.
  • Establish an integrated MEL architecture covering the full hub-and-spoke pathway i.e. community platforms → spokes → hubs → regional/council systems → national reporting systems.
  • Define clear data roles, reporting responsibilities, source documents, reporting frequency and verification arrangements for WVT, participating health facilities, community partners and other consortium members.
  • Ensure MEL is integrated into country work planning, technical implementation, budgeting and partner agreements from programme inception.
  • Work with the Technical Director to establish indicators and measurement approaches for: integrated service delivery; facility performance; hub and spoke functionality; workforce capacity; supportive supervision; service quality; community engagement; referral completion; continuity of care; and transition and sustainability.
  • Establish systems that allow performance to be analysed by relevant dimensions such as geography, facility, hub/spoke, age, sex, population group and intervention.
  • Where appropriate, incorporate GIS/geospatial analysis to support geographic prioritization, service-gap analysis, partner mapping and visualization of FCI coverage.

End Results

  • A functional, integrated and fit-for-purpose FCI Tanzania MEL system is established and maintained, aligned with the global FCI MEL framework, donor requirements and Tanzania's national health-information systems. Clear indicators, data flows, tools, responsibilities and reporting mechanisms enable reliable tracking of results across communities, spokes, hubs and national systems.

Performance Management, Data Use and Adaptive Learning(20%)

  • Establish and coordinate a routine programme performance management system that tracks progress against FCI results, indicators, targets and milestones across communities, spokes, hubs, regions, partners and priority population groups.
  • Develop and maintain performance dashboards, scorecards and analytical products that enable the Chief of Party, Technical Director, Government and implementing partners to rapidly identify performance trends, gaps, geographic disparities and implementation bottlenecks.
  • Lead periodic performance review and data-use meetings with programme leadership, technical teams, Government counterparts and partners, ensuring identified gaps are translated into clear corrective actions, responsibilities and timelines and systematically followed through.
  • Conduct and facilitate integrated analysis of programme, service-delivery, referral, quality and contextual data to identify factors affecting referral completion, continuity of care, service quality, frontline health-worker performance and achievement of programme results.
  • Promote a culture of evidence-based adaptive management, ensuring programme data, implementation experience and stakeholder feedback are routinely used to adjust work plans, geographic priorities, implementation approaches and technical support in collaboration with programme leadership.
  • Establish mechanisms to capture, synthesise and share performance learning, ensuring lessons from high- and low-performing sites, innovations and corrective actions inform continuous quality improvement, programme adaptation, Government/partner learning and replication of effective approaches

End Results

  • FCI Tanzania routinely uses credible and timely performance evidence to guide programme decisions and continuous improvement. Performance gaps and implementation bottlenecks are identified early, corrective actions are systematically tracked and completed, and learning from implementation is translated into timely programme adaptations that improve service delivery, partner performance and achievement of FCI results.

Data Quality, Analysis, and Reporting(15%)

  • Lead country data collection, entry, management, cleaning, analysis, interpretation, and reporting of performance and contextual indicators.
  • Conduct routine data quality assessments (RDQAs/DQAs), data verification, and data review meetings to ensure high-quality data are captured and reported.
  • Contribute to donor and government reports, including periodic donor reporting (e.g., DATIM or the applicable GHSD reporting system), narratives, and dashboards.
  • Support preparation of technical presentations, learning products, and evidence of summaries for country and consortium stakeholders.
  • Provide the Country Project Director and Technical Director with timely data, dashboards, and analysis for program management and decision-making.
  • Promote routine analysis and interpretation of data to identify implementation of bottlenecks and inform adaptive management.

End Results

  • High-quality, complete, accurate and timely programme data are routinely available and used for programme management and reporting. Donor, Government and internal reporting requirements are met on time; data-quality issues are promptly identified and addressed; and dashboards and analyses provide management with actionable evidence on performance, gaps and emerging trends.

National Systems Alignment and Data Use(15%)

  • Align country MEL with national M&E guidelines and health information systems (HMIS/DHIS2, and disease-specific platforms) and support integration of faith-based, community, and private health providers into the national reporting system, where appropriate.
  • Collaborate with MOH (HMIS/DHIS2, other platforms), CHAs, FBOs, and other partners to ensure FCI reporting requirements are appropriately reflected within relevant national and partner health information systems.
  • Contribute MEL requirements and technical inputs to interoperability and electronic reporting initiatives, where applicable, to support alignment of FCI reporting with national health information systems.
  • Work with Regional and Council Health Management Teams (R/CHMTs) and MOH counterparts, and implementing partners to ensure timely collection, reporting, validation, and use of routine data through national systems, consistent with the FCI Consortium’s ‘HMIS/DHIS2-first, not parallel systems’ principle.
  • Support referral and counter-referral tracking and continuity-of-care measurement and monitoring of the Hub-and-Spoke service delivery model, while promoting data use and continuous quality improvement (CQI) at community, facility, and district levels.
  • Support the transition agenda by strengthening country capacity to use and sustain national health information systems so that FCI monitoring and reporting can increasingly be integrated into routine government systems over the life of the program.

End Results

  • FCI monitoring and reporting are progressively integrated into Tanzania's national HMIS/DHIS2 and relevant disease-specific systems, minimising parallel reporting. Government, faith-based and community partners increasingly use routine data to monitor referral completion, continuity of care, service quality and programme performance and to drive continuous quality improvement and decision-making.

Capacity Building and Supervision(15%)

  • Supervise and provide technical guidance to FCI Tanzania MEL personnel, which may include MEL Officers, Data Officers, Database/Information Systems Officers or zonal/regional MEL staff depending on the final programme structure.
  • Establish clear MEL performance expectations and provide regular coaching, mentoring and professional development.
  • Assess the MEL and data-management capacities of consortium members, participating faith-based facilities, consortium members and local implementing partners.
  • Develop partner-specific capacity-strengthening plans based on identified gaps.
  • Provide training and mentoring in indicator definitions; data-collection tools; HMIS/DHIS2 reporting; donor reporting; data quality; data analysis; visualization; interpretation; data use; and data protection and confidentiality.
  • Strengthen facility and community staff capacity to use data for local decision-making, rather than viewing reporting solely as a compliance requirement.
  • Build capacity of hubs to mentor and support spokes on data-quality and data-use functions where appropriate.
  • Strengthen partner capacity to independently undertake routine data-quality checks and performance analysis over time.
  • Develop simple job aids, dashboards and standard operating procedures that can be sustained within Government and faith-based systems.

End Results

  • FCI MEL staff, health facilities, CHAs/FBOs, consortium members and local partners demonstrate strengthened capacity to independently collect, verify, analyse, report and use quality data. Sustainable tools, procedures, dashboards and data-quality practices are embedded within participating Government and faith-based systems.

Learning, Evaluation, and Research(15%)

  • Document and share country innovations, lessons learned, and promising practices with the Global MEL Team to support cross-country learning, adaptive management, and continuous improvement.
  • Support the planning and implementation of learning activities and, where required, contribute to evaluations, operational research, and special studies in response to evolving project priorities and the needs of the consortium, partners, and donors.
  • Support adaptive management by ensuring learning is translated into programme changes and incorporated into annual and periodic work planning.
  • Support planning and implementation of baseline studies, assessments, evaluations and special studies where required.
  • Contribute to operational and implementation research where this is included within the approved FCI scope.
  • Where relevant, support developmental or real-time evaluation approaches that allow emerging implementation challenges to be identified and addressed during programme delivery.

 End Results

  • FCI Tanzania systematically generates, documents and applies evidence and learning to improve programme implementation. Evaluations, assessments, operational/implementation research and learning processes generate actionable findings; promising practices and innovations are documented and shared; and learning informs adaptive management, work planning and cross-country FCI learning.

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE
Required Professional Experience

  • Minimum 8 years of progressively responsible MEL experience on donor-funded health or development programmes, including substantial responsibility for design and management of programming MEL systems.
  • At least 5 years of experience in a senior MEL or data-management role supporting large, multi-region or multi-partner health programmes is preferred. Demonstrated experience in: development of MEL plans and performance-management frameworks; indicator development and reference sheets; data-management systems; routine monitoring; DQAs/RDQAs; performance reporting; data visualization; evaluation and learning; and data-use facilitation.
  • Strong practical experience working with Tanzania’s HMIS/DHIS2 and national health-information structures required. Experience working with disease-specific information systems, particularly HIV/TB systems, is highly desirable.
  • Experience with PEPFAR/GHSD reporting, DATIM or other donor reporting systems is strongly preferred where applicable to the final FCI award.
  • Demonstrated experience working with: Ministry of Health; PO-RALG; RHMTs and CHMTs; health facilities; and local implementing partners.
  • Experience managing MEL across facility and community service-delivery platforms strongly preferred.
  • Strong quantitative analytical skills and familiarity with commonly used statistical and dashboard packages are required.
  • Experience with GIS/geospatial analysis would be an advantage.
  • Experience designing or supporting evaluations, implementation research or operational studies preferred.
  • Experience building MEL capacity of local organizations and health facilities required. Experience working with faith-based health networks or FBOs is desirable.
  • Strong understanding of confidentiality, ethical data management, health-data security and protection of sensitive health information required.
  • Spiritual maturity and a biblical worldview – Ability to articulate and model our Christian identity and mission in an inclusive way.
  • Excellent written and verbal communication skills in English and strong working proficiency in Kiswahili required.

Required Education, training, license, registration, and certification

  • Bachelor’s degree required in Medicine, Epidemiology, Statistics, Biostatistics, Public Health, Health Informatics, Data Science or another closely related field.
  • A Master’s degree in Epidemiology, Biostatistics, Public Health, Data Science, Monitoring and Evaluation, Health Informatics or a related discipline is strongly preferred, particularly given the expected scale and complexity of FCI Tanzania

  • Managing Resources: Identifies appropriate people, facilities, tools and materials, time constraints, vendors, etc. for accomplishing goals. Considers potential costs and benefits of resources prior to allocating them.
  • Coaching and Developing Others: Coach and mentor others effectively. Understands the performance evaluation process, how to give and receive feedback, how to find and set up developmental opportunities, and how adults learn.
  • Knowledge Management: Effectively organizes and manages information resources so that current, critical knowledge is retained and information can easily be disseminated. Develops feedback loops to ensure best practice information is captured.

English Language Proficiency: The ability to speak, understand and write fluently in English.
