About the Programme
The MasterCard Foundation in partnership with BRAC International (BI) is implementing an initiative that will create a positive and measurable impact for 1.2 million adolescent girls and young women in 9.5 million People across seven countries in East and West Africa, including Ghana, Kenya, Liberia, Rwanda, Sierra Leone, Tanzania, and Uganda.
There is mounting urgency to support adolescent girls and young women (AGYW) living in poverty, which has been further amplified by the global pandemic. Through this partnership, scalable economic development approaches will be delivered in communities to foster the agency and voice of AGYW. They will have the opportunity to fulfill their aspirations, achieve sustainable livelihoods, and engage in advocacy issues.
BRAC Maendeleo Tanzania is seeking applications from competent, dynamic and self-motivated individual to fill up the following position.
Deputy Manager Monitoring and Learning
The overall responsibility of the Deputy Manager, Monitoring and Learning, is to support the Senior Manager, Monitoring and Learning, in the development and implementation of Monitoring, Evaluation, Research, and Learning functions across all country-level projects and programmes. The role provides technical support and guidance to monitoring officers and relevant programme staff to ensure high-quality, timely monitoring, evaluation, research, and learning across all ongoing BRAC Maendeleo Tanzania projects.
The Deputy Manager, Monitoring and Learning, plays a key role in developing, updating, and implementing the Theory of Change, Results Framework, and Monitoring, Evaluation, Research, and Learning frameworks and plans for both ongoing and new projects. Core responsibilities also include planning and executing quarterly monitoring activities and MIS processes, as well as data analysis and reporting in line with the BRAC International Monitoring, Evaluation, Research and Learning Standard Operating Procedures.
The position is responsible for providing supportive supervision of Monitoring, Evaluation, Research, and Learning activities, ensuring data quality assurance, and building team.

Working closely with the Senior Manager, Monitoring and Learning, Program colleagues, and the Central and BRAC International Monitoring, Evaluation, Research and Learning team, the Deputy Manager, Monitoring and Learning, serves as a focal point for ensuring timely and high-quality implementation of Monitoring, Evaluation, Research and Learning activities. A strong emphasis is placed on fostering a culture of learning, evidence-based decision-making, and adaptive programme management across the organisation.
Key Responsibilities:
- Support capacity building of M&E and relevant programme team members to implement BI ML functions in line with standards, policies, and practices, while providing continuous technical support and guidance
- Support the Senior Manager, Monitoring and Learning in the development, updating, and implementation of the Theory of Change, Results Framework, and M&E frameworks and plans for all ongoing and new BRAC Maendeleo Tanzania projects.
- Coordinate the execution of M&E activities, including programme quality, process, and outcome monitoring, data collection, analysis, and reporting to support continuous programme improvement.
- Contribute to learning and adaptive programme management through timely analysis, dissemination of monitoring findings, lessons learned, and best practices, as well as the development of learning agendas and learning questions.
- Conduct quality control of MIS data through routine verifications and validations in line with Monitoring, Evaluation, Research and Learning guidelines.
- Strengthen the country-level monitoring system by developing and maintaining an efficient data collection system and MIS as the central database for results management and performance tracking, including indicator selection and target setting.
- Support the production of high-quality reports to meet both internal (BI senior management and board) and external (donor) reporting requirements.
- Undertake periodic reviews of monitoring and reporting systems to assess effectiveness and ensure continuous improvement.
Safeguarding Responsibilities:
- Promote a safeguarding culture within the team and across the organisation in line with BRAC International safeguarding policies and procedures.
- Ensure team members are appropriately trained, supported, and motivated, and have access to relevant resources to address identified issues, with timely actions taken in accordance with organisational policies and procedures.
- Adhere to safeguarding reporting procedures and encourage others to report any incidents in line with established guidelines.
Educational & Experience Requirements:
- Degree; a Master’s degree will be an added advantage, Preferably in M&E, Economics, Statistics, , Public health, Social science, Mathematics or any other relevant field from a recognized university.
- At least 3 years of leadership and professional experience in Monitoring and Evaluation within large-scale international development organizations., Experience in data collection , analysis and reporting
Required Competencies:
- Knowledge: Comprehensive understanding of the technical, social, and institutional dynamics that shape global development. Conversant in designing Monitoring, Learning (ML) frameworks, Theory of Change, Results-Based Management (RBM) systems and log frames, plans, and strategies. Skilled in implementing and managing digital MIS to ensure real-time data accuracy, quality, and accountability. Knowledgeable and experienced in the use of qualitative and quantitative analysis software such as STATA, SPSS, and Dedoose. Strong background in knowledge generation and management, including the design of learning questions, learning agendas, and learning plans. Experienced in designing and conducting evaluations, research studies, and assessments. Experienced in data quality and data assurance frameworks
- Skills: Excellent verbal and written communication skills, with strong report-writing and presentation abilities in English. Proficient in Microsoft Office applications (Word, Excel, PowerPoint). Strong knowledge of IT applications and digital technologies for project management, monitoring, and supervision, including familiarity with mobile- and web-based data collection, management, and reporting platforms.
- Competencies: Self-motivated and proactive, with the ability to work under pressure and meet tight deadlines. Strong team building and collaboration skills, with the ability to work effectively in dynamic environments. Demonstrates strong gender and cultural awareness and sensitivity.
