Purpose of the Role:Provides strategic leadership, technical oversight, and overall management of HAT’s Health and Care portfolio. The role ensures high-quality, inclusive, and person-centred health and care programming for older women and men and persons with disabilities, in line with HAT’s policies, values, and strategic frameworks. The postholder is a key member of the Senior Management Team (SMT).

Key Responsibilities/Scope:

  • Strategic Leadership: Lead the development and implementation of the Health and Care programme strategy in development and humanitarian contexts.
  • Programme Management: Identify strategic funding opportunities, lead concept/proposal development, provide high-quality technical oversight, oversee partners, and ensure effective financial oversight and donor compliance.
  • MEAL: Operationalise MEAL systems, use data for programme adaptation, and ensure accountability through effective feedback and complaints mechanisms.
  • Advocacy: Engage government and CSOs to advance advocacy objectives and position HAT as a leading organisation on older people's health and care.
  • Safeguarding: Ensure safeguarding and protection principles are fully integrated into all Health and Care programmes.

Essential Qualifications & Experience:

  • Education: Medical Doctor or Public Health Specialist with at least three (3) years of clinical or public health practice.
  • Experience: At least five (5) years’ experience in a senior management role within health and care programming. Minimum three (3) years’ professional experience living and working in Tanzania.

Senior Protection and Inclusion Officer (SPIO)

Purpose of the Job:Responsible for the design, planning, implementation, management, and administration of HAT’s inclusive humanitarian and protection programmes in refugee camps and host communities in Kigoma Region. Provides strategic leadership on protection and inclusion of People with Specific Needs (PSNs), particularly older people and persons with disabilities. The SPIO is a key member of the Senior Management Team (SMT).

Key Responsibilities/Scope:

  • Strategic Leadership & Coordination: Provide strategic leadership for inclusive humanitarian and protection programming and represent HAT in coordination forums.
  • Programme Management: Lead the planning, implementation, monitoring, and reporting of programmes, ensuring integration of protection, inclusion, gender, and accountability.
  • Emergency Preparedness: Contribute actively to emergency preparedness, contingency planning, and rapid response initiatives.
  • Resource Mobilisation: Identify humanitarian funding opportunities and support the development of proposals and budgets.
  • Staff Management: Manage and supervise humanitarian programme staff in Kigoma and build staff/partner capacity on protection and inclusion.

Essential Qualifications & Experience:

  • Education: Master’s degree in social sciences, Humanitarian Studies, Disaster/Conflict Management, or related field.
  • Experience: Minimum 5 years’ experience in managing humanitarian or protection programmes, with strong experience in refugee or displacement contexts. Proven leadership in staff management and partner capacity development.

  • Experience: Minimum 5 years’ experience in senior administration and programme management. Proven experience managing both humanitarian and development programmes and demonstrated experience integrating gender equality and disaster preparedness/DRR.

Purpose of the Job:Responsible for delivering person-centred, holistic, and integrated care services to older people, persons with disabilities, people with serious or chronic medical conditions, and other marginalized People with Specific Needs (PSNs) in Nduta and Nyarugusu refugee camps. The role focuses on improving quality of life, functional ability, comfort, dignity, and psychosocial wellbeing.Key Responsibilities/Scope:

  • Integrated Clinical Care: Provide comprehensive nursing care for PSNs, including holistic assessments, symptom management, and dignity-focused interventions.
  • Community/Home-Based Care: Provide home-based and community-based nursing care to PSNs with limited mobility, supporting caregivers and promoting continuity of care.
  • Psychosocial Support: Provide basic psychosocial support and counselling to PSNs and their caregivers facing serious illness, disability, loss, or end-of-life situations.
  • Coordination & Referral: Participate in multidisciplinary case management and facilitate referrals to health, protection, and social assistance services.
  • Health Promotion: Provide health education on chronic disease management, disability care, nutrition, and infection prevention.
  • Safeguarding: Ensure care is delivered in line with safeguarding, protection, and humanitarian principles, and identify/report protection concerns.

Essential Qualifications & Experience:

  • Education: Diploma or bachelor’s degree in nursing (Registered Nurse) with valid nursing registration.
  • Experience: At least 3 years’ experience in clinical nursing practice. Experience working with vulnerable populations, including older people, people with disabilities, or people with chronic or serious illnesses.
