Job Description

Touch Health is seeking a dynamic and experienced Senior Project Manager to lead the implementation of Touch’s digital health strategy and a large part of Touch’s portfolio of programs in Tanzania. This role offers a unique opportunity to drive impact on scale through innovative health systems strengthening and digital transformation.

As Senior Project Manager, you will lead a high-performing team and oversee the execution and impact of the Growth Accelerator for Integrated NCD Services (GAINS) program. Co-designed with the CEO Round Table of Global Health including the Gates Foundation, Sanofi Global Health Unit, Eli Lilly, and in partnership with the Ministry of Health and President’s Office of Tanzania GAINS is focused on testing integrated health systems interventions to improve services for up to 12 million people across 200 communities, with the goal of validating scalable national solutions.

Key Focus Areas:

  • Community-Level Interventions: Upskilling Community Health Workers (CHWs) to deliver integrated NCD services.
  • Technology & Referrals: Integrating facility and community data through digital systems to strengthen referral pathways.
  • Primary Healthcare Facilities: Enhancing the capacity of facility-based staff to manage NCD referrals, improve access to medicines, and optimize patient management and demand forecasting.

Beyond implementation, the Senior Project Manager will lead the design of innovations and AI-powered solutions that will shape the future of the GAINS program and Touch’s broader digital health strategy in Tanzania.

The ideal candidate for the Senior Project Manager role is a strategic thinker with a strong track record in managing large-scale, complex projects, particularly in global health or development settings. They bring a sharp analytical mindset and a structured approach to problem-solving, ideally shaped by experience in top-tier management consulting firms. Beyond operational excellence, this individual is also a creative thinker with a passion for digital health innovation. They are comfortable navigating complex stakeholder environments, including working closely with government institutions and global health partners. Most importantly, they possess the vision and drive to translate strategy into impactful execution, and to lead teams in designing and implementing solutions that can transform health systems and improve lives on a scale.

The Senior Project Manager will work under the direct supervision of Touch’s Chief Program Officer and collaborate closely with the Director for Clinical Services.

BACKGROUND

Touch Health is a nonprofit organization with a mission to strengthen healthcare systems in sub-Saharan Africa by breaking down the barriers in access to care through innovative health sector programming. Working in partnership with governments, peer organizations, and private sector experts, Touch focuses on three main pillars: healthcare workforce planning and optimization, improving access to care for women and children, and health systems strengthening initiatives. Founded in 2004, Touch’s unique approach to sustainable healthcare design was incubated at McKinsey & Company; today management consulting expertise guides our program design and implementation of health programs, prioritizing sustainability and government ownership. The success of Touch’s initiatives in Tanzania led to the expansion of programs across multiple sub-Saharan African countries and partnerships with large institutions and funding partners to fuel broad and sustained health sector impact.

RESPONSIBILITIES AND DUTIES

Project Management

  • Proactively manage and monitor the GAINS project to meet deliverables, timelines, budgets, and impact goals, adjusting course as needed.
  • Ensure timely, high-quality communications and reporting that meet internal and external stakeholder needs.
  • Provide strategic thinking for continued improvement of GAINS program, ensuring alignment with Touch’s methodology as well as Tanzania’s strategic priorities.
  • Lead cross-functional teams and coordinate with field staff, technical experts, and partners to ensure smooth implementation.
  • Develop and maintain detailed project plans, risk assessments, and mitigation strategies

Digital Health strategy development

  • Work with CPO, Director of Program and Institutional Development, Director of Clinical Services and other senior Touch members to continue developing Touch’s digital health strategy and identify opportunities for impact
  • Contribute to design and strategy development meetings with structured inputs and problem solving, including slide decks with context, needs and gaps analysis, scenarios, and proposed innovations/solutions
  • Contribute strategic insights from the field to support the development and execution of Touch’s strategic priorities
  • Oversee pilot testing and iteration of digital tools and platforms in collaboration with technical teams

Stakeholder Engagement

  • Represent Touch and the GAINS program in meetings with government officials, international donors, and technical experts
  • Disseminate key project findings with government, donors, and partners
  • Engage regularly with government, donors, and partners to share updates on project progress and future program plans
  • Build and maintain strong relationships with key stakeholders to support program sustainability and scale-up

Monitoring, Evaluation, and Learning

  • Support the development and refinement of MEL frameworks to track program performance and impact.
  • Ensure data-driven decision-making through regular analysis of program metrics and feedback loops.
  • Contribute to learning agendas and knowledge products that inform broader health systems strengthening efforts.

QUALIFICATIONS

Experience and Education:

  • Minimum of 3-5 years of relevant professional experience leading complex projects with multiple stakeholders and donors, preferably within international development or health system strengthening
  • Strong project management experience, with experience in a management consulting firm strongly preferred
  • Proven entrepreneurial mindset and a track record of driving project implementation, strategic thinking and team leadership
  • Experience working with and interaction with government and donor stakeholders in Sub-Saharan Africa, in particular in Tanzania, is preferred but not required
  • Prior experience managing and tracking complex budgets
  • Experience in program monitoring, evaluation, reporting, and international development

Skills and Knowledge:

  • Strong leadership, stakeholder engagement, negotiation, organizational and problem-solving skills
  • Ability to self-manage and work independently without day-to-day oversight to complete deliverables on time and at a high level of quality
  • Excellent attention to detail
  • Strong analytical abilities, both quantitative and qualitative
  • Excellent oral and written communication skills, especially in the functional use of Excel, PowerPoint and Microsoft Word
  • Solid relationship-building skills and cross-cultural sensitivity: ability to interface with external stakeholders from a variety of backgrounds
  • Good judgment and discretion to represent Touch Health in a highly professional manner, as well as respect for local culture
  • Willingness to work flexible hours across time zones, as needed
