Job Description
Water For People is an international non-governmental organization (NGO) that works with people and partners to develop innovative and long-lasting solutions to the water, sanitation, and hygiene problems globally. JOB SUMMARY:
The WASH Behavior Change Officer reports to the Programme Manager. S/he will be responsible for facilitating sustainable improvement in quality of life through supporting the District partner in its role of community mobilization, sanitation marketing, hygiene behavior change and daily monitoring for sustainable Water, Sanitation and Hygiene (WASH) services in the areas of Water For People operations.
ESSENTIAL JOB FUNCTIONS AND DUTIES: Participation in Strategic and Operational planning
- Work with Country Program staff to develop strategic plans in line with Water For People’s overall strategy and policy objectives
- Contribute to Water For People's overall program and policy discussions
- Participate in sanitation and hygiene strategic planning.
- Undertake any sector review and/or thematic research in preparation of the next programming cycle.
- Participate in elaboration of annual operating plans in line with pre-allocated budget.
Partnerships
- Entertain relationships with sector role players at the district level, with local Tanzanian communities in need of water, sanitation, and hygiene services, local government authorities, institutions and Community Based Water Supply organizations (CBWSOs).
- Strengthening relationships with partner organizations, the local private sector and NGOs supporting WASH program.
- Identify capacity building needs of local administration staff and propose options of supporting them.
- Collaborate with health facilities, schools, and local authorities to integrate hygiene promotion.
- Work with the team to identify partners/consultants who can contribute to capacity building of partners and community structures to ensure sustainable behavioral change. Work with district WASH officials, especially hygiene and sanitation officers and any other local WASH partner to design the best strategies of strengthening capacities of community and school hygiene clubs, Community-Based Water Supply Organizations (CBWSOs) and water users committees to ensure sustainable WASH services and improved hygiene and sanitation conditions.
- Develop a clear understanding of each account’s special needs and with Water For People’s strategy and assets as they relate to WASH behavior change, community mobilization and regular monitoring of program outcomes.
Community engagement and Capacity development
- Design evidence-based behaviour change approaches using models such as SBC, nudging techniques etc.
- Identify, engage, and monitor community health workers daily tasks, households follow ups and reporting.
- Train community health workers on hygiene promotion and sanitation practices and ensure they have sufficient working tools.
- Develop behaviour change communication (BCC) materials tailored to local contexts needs.
- Facilitate community dialogues and triggering sessions to promote improved sanitation and hygiene
- Strengthen and ensure effective engagement of community structures such as WASH committees, school clubs, and local leaders.
- Promote inclusive participation ensuring women, youth, and vulnerable groups/families are engaged.
- Develop the capacity of partners to document their experience, especially in the fields of sanitation and hygiene promotion approaches.
- Working alongside districts to identify gaps in hygiene and WASH behavior change, as well as challenges faced as they strive to improve hygiene and sanitation.
- Develop an effective WASH behavior change strategy and disseminate it to District partners and communities for sustainable WASH Services
- Working with the country staff, partners and local government to identify needs, opportunities, gaps, and constraints in potential sanitation markets, models, services providers, and support to sanitation businesses as needed.
Advocacy and learning
- In cooperation with partners, develop program work that contributes to Water For People's learning and advocacy agendas.
- Work with relevant Global Hub and Regional staff to revive the organization’s knowledge exchange platform and encourage country staff to make good use of this platform;
- Promote a learning environment among Water For People's partners and staff, and ensure that lessons and good practices are timely shared between Water For People and partners;
- Contribute to organizational learning by preparing and disseminating data, lessons learned, good practices and statistical and qualitative data to Water For People staff, partners and other stakeholders, and organize periodic organizational learning events to share best practices.
Resource mobilization and management
- Contribute to project proposals writing
- Identify funding opportunities, share information with colleagues and partners and provide partners with any technical support in the areas of developing concept notes, or full proposals as needed;
- Contribute to the preparation of internal financial reports and track revenue and expenditures against grant budget on monthly basis;
- Contribute to the management and development of all aspects of account management by developing and implementing strategies to maximize the giving potential of donors, while adhering with the grant management process.
6. Research, Monitoring, Evaluation
- In collaboration with MEAL team, conduct formative research to understand community norms, barriers, and motivators and use results to inform programming.
- Work with the monitoring officer to analyze data collected under the monitoring framework for assessment of progress, social impact on beneficiaries and areas for improvement. Based on monitoring results, work with partners to design strategies to improve hygiene and sanitation conditions in the communities and public institutions.
- Take part in the periodic evaluations of the Program and Thematic Strategies and their contribution to the achievement of overall results.
- Ensure regular monitoring of work progress against plan and take action towards any deviation or delays.
Finance
- Provide all required data to finance team on time and indicate appropriate GL account (s) to be affected by expenditures incurred under your area of responsibility.
- Track revenue and expenditures against grant budget on monthly basis.

QUALIFICATIONS, KNOWLEDGE & SKILLS REQUIRED:
- Bachelor’s degree in public health, community development, environmental health, sociology or related studies
- At least 3 years of experience of working in related field preferably with NGOs.
- Experience in formative research assessments and studies;
- Experience in WASH networks and strong community engagement skills.
- Strong understanding of the community systems and structures.
- Strong interpersonal communication skills and excellent written and analytic skills, report writing, networking, and representation.
- Be a risks taker and have a nose for entrepreneurial opportunities.
- Good analytical skills and the ability to extrapolate lessons to other situations.
- Comfort and talent in communicating with diverse and international constituents.
- Ability to analyze and organize data and communicate effectively.
- Ability to manage multiple tasks and projects with multiple priorities.
- Ability to work both independently and as part of a collaborative team effort.
- Well-developed written, oral, and interpersonal communication skills
- Fluent in English.

EMPLOYMENT CONDITIONS:
- Position is based in Mpwapwa District – Dodoma Region.
- Position requires regular field travel for work supervision and verification
