Job Description

Wine To Water Tanzania seeks a WASH technical expert to provide technical leadership for WASH programs to ensure effective, sustainable, and high-impact interventions.

Education/Professional Background

  • Bachelor in Civil Engineering/water engineering with 3 to 5 years of experience in survey, design, estimation, drawing, and construction of building and WASH projects.

Experience

  • Technical design, construction and management experience in the WASH sector.
  • Experience in technical contract management and project monitoring.
  • Public & private project management with communities and local government (especially in schools) will be given priority.
  • Experience in Gender and Social Inclusion in WASH service provision will be an added value.

Required Competencies & Skills

  • Strong communication/teamwork skills.
  • Ability to work under pressure and within the tight time frame.
  • Good capacity to use a computer (Google suite, CAD, other relevant tech software) is the most important.
  • Knowledge of water and waste management and its basic requirements.
  • Excellent analytical and communication skills.
  • Proactive approach and ability to work unsupervised but also as part of a team.
  • Ability to communicate with a diverse range of people at different levels.
  • Good knowledge of rural Tanzania communities and willingness and ability to travel frequently to construction sites.

Job Description

A. Technical Strategic Development (Best Practices, Sustainability, Scale)

  • Lead the planning, design, and implementation of WASH infrastructure for water access and supply systems, filtration installation, sanitation facilities, hygiene promotion, emergency relief.
  • Ensure alignment of WASH interventions with national standards and strategies.
  • Carry out or participate in technical assessments at field level.
  • Coordinate technical design and construction with WTW WASH teams, local authorities, contractors, community leaders, and stakeholders.
  • Actively identify innovations, best practices and make recommendations in sustainable technical aspects of WASH projects to improve outcomes and scale impact.

B. Project Construction Management (Design Expertise, BOQ review, Technical Reports)

  • Provide expert insight into the engineering design plans for WASH schemes to ensure projects are aligned with goals, tech standards and WTW funding.
  • Manage, review and verify the preparation of Bill of Quantities (BOQ) for WASH projects to ensure accurate measurements, unit costs, timelines, and specifications for all materials and labor required for project execution.
  • Provide technical support of WASH project construction to promote sustainable, high quality WASH technical approaches at the household, school and community levels, covering:
    • Drilling and water access.
    • Community water systems.
    • Water quality testing.
    • High-capacity filtration.
    • Handwashing stations.
    • Latrines.
    • Emergency WASH response.
  • Work collaboratively with WTW leadership for the identification and selection of project contractors and the bidding process.
  • Take initiation for the management of contractors, and materials delivery to inspect and ensure materials received or not in projects as per the material requisition and cost estimation.
  • Ensure the water quality, recommend treatment in systems, monitor and ensure the water quality at baseline, implementation and competition of projects.
  • Attend Stakeholder and WUC meetings to motivate and assist in planning and implementation.
  • Coordinate the construction timeline and implementation of the project’s infrastructure related activities.
  • Prepare comprehensive Technical Reports for WASH schemes and update the project technical progress/milestones/achievements on a timely basis.
  • Solve technical problems raised in the schemes and participate in the meetings and discussions held in the WUC, Municipality and with contractors as and when required.
  • Document modification in the construction plan and seek approval for budget changes from appropriate WTW leaders.
  • Conduct technical assessments and data analysis.
  • Provide overall follow up and supervision of the engineering works related to the project.

C. Technical Capacity Building and Training

  • Develop and deliver training programs for WTW staff on WASH technologies, construction techniques, and maintenance practices.
  • Provide ongoing technical support and capacity building to Water User Committees, communities and key stakeholders, particularly with schools and fee for service models.
  • Oversee the development of technical training material that will improve the different components of WASH that includes:
    • Water quality testing.
    • Drilling and water access systems.
    • Filtration.
    • Use of solar energy.
    • Hygiene and sanitation.
    • Gender and Social Inclusion.
  • Accomplish any other responsibilities as requested by the manager.
  • Identify training needs and development plans for school and stakeholders.
