Job Description

Médecins du Monde (MdM) is an international humanitarian organization dedicated to delivering medical care to vulnerable populations worldwide including within France. Its mission is driven by voluntary engagement from healthcare professionals and experts across diverse fields. MdM mobilizes this collective expertise to implement impactful health projects, always prioritizing strong, collaborative relationships with the communities it serves.

MdM has been active in Tanzania since 1992, beginning with HIV/AIDS development projects and community health initiatives. In 2010, MdM shifted to harm reduction services for people who use drugs, launching the first comprehensive harm reduction program in Temeke, Dar es Salaam that significantly reduced HIV and other infectious diseases among people who inject drugs.

By 2021, Médecins du Monde (MdM) support the government as a technical partner in scaling up harm reduction programs to three regions: Dar es Salaam, Bagamoyo, and Tanga and other neighboring countries.  In 2022, MdM extends its work to sexual and reproductive health services, focusing on adolescents and key vulnerable populations in both urban and rural settings through partnerships with local organizations and health facilities.

MdM implements the CUTTS HEP C project (“Catalyze uptake of Under-utilized Tools & Treatment Simplification for Hep C”) with partners including the University of Bristol, Burnet Institute, INPUD, and local organizations in Dar Es Salaam. The project contributes to Tanzania’s hepatitis eradication strategy through:

  • Introducing innovative, low-cost HCV prevention tools such as long-acting buprenorphine (LAB) and low dead-space syringes (LDSS)
  • Developing an accessible care model for people who inject drugs (PWID)
  • Generating evidence to inform national policy
  • Empowering PWID communities through participation and community-led monitoring

By advancing harm reduction and expanding HCV services for marginalized populations, the project directly supports Tanzania’s progress toward the World Health Organization’s 2030 hepatitis C elimination goals.

Hierarchical & Functional links

The Monitoring & Evaluation Officer reports directly to the General Coordinator. This position also maintains a functional relationship with the coordinators and managers of projects implemented in the Tanzania mission.

Global objective of the position

The Monitoring & Evaluation Officer is responsible for developing, implementing, and maintaining a robust monitoring and evaluation system to ensure the quality, accountability, and effectiveness of all Médecins du Monde’s programs in Tanzania. The role aims to generate reliable data and timely reports that inform programmatic decisions, support continuous improvement, and demonstrate the impact of activities, in alignment with MdM’s mission and donor requirements.

Scope and Responsibilities of the M&E Officer

M&E System & Implementation

  • Develop and maintain project-specific M&E frameworks, including logical frameworks, indicators, and data collection tools as per the standard of the MdM and donor’s requirement.
  • Ensure alignment of M&E systems with donor requirements and organizational standards.
  • Support the Monitoring and analysis of the overall program data to track progress with agreed targets and log-frames.
  • Writing of M&E guidelines including all relevant information for sustainable M&E system with support of HQ and program team.

Data Collection & Analysis

  • Coordinate regular data collection, verification, and analysis to monitor project progress.
  • Ensure data quality, consistency, and compliance
  • Ensure all adequate reporting tools/formats and systems are in place.
  • Field visits for quality data verification and take corrective measures.
  • Ensure and maintain data protection and confidentiality.

Reporting & Documentation

  • Prepare timely and accurate M&E reports for internal and external stakeholders.
  • Ensure development and manage secure central filing system for all information related to the projects.
  • Document lessons learned, success stories, and best practices in collaboration with field team and partners.

Capacity Building

  • Train project staff and partners on M&E tools, methodologies, and data quality assurance.
  • Provide ongoing technical support to field teams and partners.

Learning & Accountability

  • Facilitate learning reviews and reflection sessions to improve program design and delivery in consultation with program team and partners if needed.
  • Support the development of feedback mechanisms to ensure community engagement and accountability.

Collaboration & Coordination

  • Work closely with coordinators, program managers, field staff, and external evaluators.
  • Liaise with donors and partners on M&E-related matters.
  • To represent MdM in meetings/workshop related to M&E.

PROFILE REQUIRED

  • Education: A degree/ diploma in Monitoring and Evaluation, Data Management, Public health and/or other relevant fields.
  • Professional experience:
  • A minimum of 2 years’ experience in Monitoring and Evaluation
  • At least 3 years’ experience in development project in INGOs, NGOs
  • Experience in working with Key Populations and harm reduction program is an added advantage.

CONDITIONS OF EMPLOYMENT

  • Type of contract: Fixed Term
  • Duration : 12 months
  • Location: Dar es Salaam
  • Base Salary: Based on the organization salary scale Tzs. 2,155,144
  • Benefits: Private Health Insurance, 13 Month Salary, Food Allowance, Transport Allowance
  • Working Hours: 8:00a.m – 5:00 p.m (Monday to Friday)
