Job Description

Reports to: Country Lead and M&E Manager, DOT Tanzania

Qualifications and Experience

  • Education: Master’s degree (or equivalent postgraduate qualification) in Monitoring & Evaluation, Statistics, Economics, International Development, Social Sciences, or a related field.
  • Professional experience: Minimum 2 years of progressive M&E responsibility within international development or youth-focused programmes, including system design, indicator tracking, and results-based reporting.
  • Digital data-collection expertise: Proven hands-on experience designing, deploying, and managing mobile/online surveys on KoboToolbox, SurveyCTO, ODK Collect, or an equivalent platform, with strong command of skip logic, validation rules, and data-quality dashboards.
  • Analytical & presentation skills: Demonstrated ability to translate complex datasets into clear, actionable insights for diverse audiences ranging from community leaders to senior management and donors using both narrative and visual formats.
  • Capacity-building: Track record of coaching staff and partners on logical frameworks, data management, and statistical or digital M&E tools.
  • Data-analysis proficiency (preferred): Working knowledge of Stata and/or R (or comparable tools such as SPSS or Python pandas) for data cleaning, descriptive and inferential statistics, visualisation, and reproducible reporting (e.g., do-files, R Markdown).
  • Data-visualization expertise (preferred): Prior experience building interactive dashboards in Power BI or Tableau.

Duties and responsibilities:

  • Develop, implement & manage M&E systems focused on data collection (via KoboToolbox, SurveyCTO, or similar), analysis (in Stata/R), and reporting.
  • To develop and maintain effective systems for the monitoring and evaluation of all DOT Tanzania’s work, to analyze the output of all evaluations and present the findings to a variety of audiences and in a format most suitable for that audience.
  • To collaborate with the Programs team to ensure that data is collected, analyzed and disseminated in a timely and effective manner, contributing to program enhancement and organizational development. Close collaboration with other DOT country M&E teams, and DOT Global is also required.
  • To collaborate with the data management team to implement a continuous data management system: Sourcing, implementing, systematize data reporting and digitize data analysis across the DOT Tanzania regions.
  • Provide support on data analysis and any other data related support to HQ on a needs basis.
  • Work closely with the Country learning team, Research Officer, Program Support Officers and other field staff to ensure M&E efforts are carried out in a systematic, timely manner and that information collected is used for reporting purposes, as well as to support organizational learning and program development.
  • Collaborate with a wide range of stakeholders, presenting information for both Youth Leaders and external use, and efficiently manage significant amounts of data that will be collected over time.

M&E Development and Implementation:

  • Assist program support officers to develop systematic and realistic monitoring plans that ensure field staff capture quantitative and qualitative data to report on project performance indicators.
  • Support field staff and implementing partners in their role to collect and enter data from participants through registration databases and surveys.
  • Undertake the routine field checks of the work of enumerators and other M&E-related field staff, supervise quality in the field and ensure data accuracy and completeness.
  • Ensure that field staff have access to online and offline versions of all M&E tools (KoboToolbox/SurveyCTO forms, registration database, survey templates etc)
  • Coordinate the implementation of baseline surveys, follow‐on monitoring and evaluation exercises for country programs
  • Manage the country data; Upload data submitted to the country office into the relevant system.
  • Monitor and track project outputs and report to the Program Manager on the same on a monthly/quarterly basis.
  • Undertake regular visits to the field to support implementation of M&E and to identify where adaptations might be needed.

Capacity Enhancement:

  • Collaborate with learning team and lead capacity building of partners and staff on logical frameworks, data management, data analysis and results‐oriented programming, monitoring and evaluation methods and principles, digital data-collection platforms and statistical software, and report writing techniques and requirements for relevant donors to ensure compliance
  • Collaborate with the learning team and lead capacity building of field staff on Monitoring & Evaluation.
  • Coordinate the activity of the field staff M&E hub, including supporting the members to learn about M&E.
  • Support the Program and Learning Manager to contribute to the development of M&E learning resources.
  • Monitor the M&E space in the digital DOT community.
  • Collaborate with the learning Manager to get regular learning materials for M&E staff and program staff.

Other duties:

  • Participate in global/regional M&E team meetings. Contribute to ongoing M&E discussions.
  • Support the Program and Learning Manager to carry out any other M&E related tasks.
  • Assist in coordinating external evaluation missions from DOT global and partners.
  • Participate in in-country and regional M&E team meetings and activities.
  • Undertake such other responsibilities as directed by the Program Manager.
  • Work in a flexible way when the occasion arises so that tasks, which are not specifically covered in the job description, are undertaken.
  • Assess and take responsibility for your own performance.
