Job Description
Sheladia Associates seeks a highly qualified Deputy Chief of Party (DCOP) to lead the anticipated USAID/Tanzania Water Infrastructure Support Activity (WISA). This five Year USAID-funded program will provide assistance to the Rural Water Supply and Sanitation Agency (RUWASA) and the Government of Tanzania (GoT) to increase access to water and sanitation services through drilling deep water wells, constructing water supply systems, and constructing small scale fecal sludge treatment plants (decentralized wastewater treatment systems).
The DCOP, based in Dar es Salem, will provide financial and programmatic leadership while supporting technical operations. The DCOP will report to the COP and work closely with USAID and the Sheladia Associates’ home office based in Rockville MD to ensure that the program operations integrate effectively between the project (Tanzania) and home-based office (US), and high-quality implementation consistent with international best practices.
This position will be based in Dar es Salam and is contingent upon project award to Sheladia Associates.
Position Responsibilities
- Work closely with the COP and client for the strategic vision and overall leadership of the project team and the team’s performance and achievement of all key objectives of the project.
- Ensure compliance with USAID rules/regulations (including FAR) and Sheladia Associates’ processes.
- Regularly liaise with the USAID/Tanzania Mission programmatic and technical staff, and USAID and other USG agencies, as appropriate in coordination with the COP.
- Support the preparation of the project’s progress report, work-plans and other contractual deliverables.
- In collaboration with the COP, act as a liaison to relevant ministries within the Government of Tanzania to ensure smooth implementation of the project while laying the groundwork for sustainability
- Supervise all project financial operations, including but not limited to: establishing and providing staff training for financial systems; assuring robust internal controls are in place; serve as principal contact with external audit firms to develop SOWs for and implement planned periodic audits, spot audits, system reviews, and any other financial evaluations or assessments as required, appropriate and authorized under the scope of this award or relevant USAID/TZ representative.
- Oversee and assure the integrity of all contracting, including any competitive bids for services, that may be required during the implementation of this program.
- Assure effective and transparent relationships with implementing partners, vendors and other third parties who contribute to the effective implementation of this program.
- Assure effective financial reporting on project expenditures and planning, including but not limited to: expenditure forecasts; burn rate analyses; provision of end of month internal analyses that may inform implementation; preparing and/or supporting the preparation of financial reports as required by USAID and Sheladia Associates; monitoring unit costs incurred to assure consistency with market rates; and other analyses as appropriate or required by USAID.
- Coordinate with the home office and the field-based operations team on the sourcing, recruiting, hiring and deployment and onboarding of staff, consultants and subcontractors.
Qualifications
Minimum Qualifications
- MBA, MA in Finance or other relevant professional training.
- 10 years of progressively responsible experience managing financial operations for major USAID contracts.
- Prior experience as a Deputy Chief of Party for USAID-funded projects
- Expert knowledge of FAR, AIDAR and other relevant US Government financial management and reporting policies and procedures.
- Five years’ long-term experience in Sub-Saharan Africa.
- Experience working with auditing firms during external audits.
- Proven track record of leadership, demonstrated by a strong followership from junior colleagues and peers with exhibited success hiring, leading, and motivating highly- effective teams, ideally with experience managing people with diverse backgrounds and skillsets.
Preferred Qualifications
- Experience designing and implementing programs that build capacity both public sector agencies and private sector engineering and technical firms.
- Excellent oral and written communication skills in English.
- CPA
- Strong executive presence with an ability to build trusted relationships with partners, customers, lenders, service providers and investors.
