Position: Head of Procurement, BRAC Maendeleo Tanzania (BMT)

Job Location: Dar es Salaam, Tanzania

About the Role:

The Head of Procurement is responsible for overseeing and managing the Country Programme procurement function. This role involves developing and implementing, procurement strategies, that promote client-centric quality of service delivery, that facilitates programmatic implementation in an efficient and cost-effective manner, while adhering to all relevant policies, regulations, and ethical standards.

Key Responsibilities:

Strategy and leadership:

  • Collaborate with management to develop and implement Procurement Strategies that align with the organization's goals, objectives, and financial targets.
  • Develop and manage the Procurement department's budget, ensuring cost-effective operations.
  • Develop and implement integrated procurement guidelines aligned with organizational strategy.
  • Lead the Country Teams in the preparation and development of periodical procurement plans in line with BRAC International’s schedules.
  • Oversee all BRAC procurements in line with the established standard procedures and guidelines.
  • Ensure timely completion of procurement tasks, within budget, and with quality assurance.
  • Lead and supervise the Procurement Team to ensure efficient operations and compliance with policies and procedures.
  • Oversee procurement processes, including vendor selection, negotiations, and contract management, to ensure cost-effective and quality procurement of goods and services.
  • Implement procurement best practices and ensure transparency and accountability in procurement operations.

Complex, strategic and high value procurement handling:

  • Directly handle complex, strategic and high-value procurement projects/tasks so as to achieve the required efficiency.

Risk management:

  • Identify, assess, and suggest mitigation measures on, procurement-related risks in the Country, including financial, operational, reputational, and compliance risks. Participate in developing the risk management framework and contingency plans to mitigate the procurement related risks.

People management:

  • Collaborate with the human resource department in attracting, directing and managing quality staff in the Procurement Department while focusing on supervising and developing their capabilities appropriate to the strategic, operational as well as future needs of the department.
  • Build and lead an agile, robust, inclusive and effective team, working collaboratively with them to achieve organizational goals.
  • Provide support and direction to the Procurement Team in setting clear performance targets, ensuring commitment to them and achievement of results, while maintaining an effective feedback mechanism.
  • Mentor and coach Procurement staff to attain the required competencies.

Procurement Guidelines Review and Compliance:

  • Conduct regular reviews of BRAC International guidelines and statutory legislations to stay updated on changes and developments.
  • Collaborate with department heads and teams to assess existing processes and practices for Compliance.
  • Evaluate current organizational procurement processes, policies, and procedures to identify areas that require compliance improvements.

Cross-functional Collaboration:

  • Collaborate with other Head of Units and Country Leadership to align procurement activities with program objectives and organizational priorities.
  • Foster a culture of cross-functional teamwork and communication to achieve shared goals.

Performance Monitoring and Reporting:

  • Establish and track key performance indicators (KPIs) to measure the efficiency and effectiveness of the procurement departments.
  • Monitor performance against these KPIs, analyse trends and prepare comprehensive reports for senior management that highlight achievements, challenges and recommendations for improvements.

Uphold, promote, follow and apply the vision, mission, core values and policies of BRAC, including and effective safeguarding policy;

  • Ensure safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the program’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure implementation of safeguarding standards in every course of action.
  • Follow safeguarding reporting procedures in case any reportable incident takes place, encourage others to do so.

Academic Qualifications:

  • Must have: Bachelor’s degree in Procurement or Supply Chain Management
  • Desirable: master’s degree in Procurement or Supply Chain Management

Professional Certificate / Certification:

  • Post-graduate Diploma in Procurement Management
  • Professional Certification in Procurement such as CPP, ISM, CIPS etc.

Experience:

  • A minimum of 6 years at a managerial level in procurement management in a reputable organization, preferably in an International NGO.

Knowledge, Skills and Competencies:

  • Excellent knowledge of the procurement industry
  • Excellent communication and interpersonal skills.
  • Knowledge and experience in the use of automated procurement solutions
  • Knowledge of relevant legal and regulatory requirements.
  • Analytical and problem-solving abilities.
  • Ability to work effectively in a fast-paced and dynamic environment.
  • Integrity
  • Proficient computer skills; word, power point, excel
  • Critical thinking, good judgement and objective decision making
  • Organization skills
