Office of the Controller and Auditor General of Zanzibar

The Office of the Controller and Auditor General of Zanzibar (OCAGZ) is the supreme independent audit institution of the Revolutionary Government of Zanzibar, responsible for promoting public accountability, transparency, and proper management of public funds.

Core Responsibilities

• Public Auditing: Auditing the accounts, financial statements, and financial management of all government ministries, departments, public enterprises, and authorities.
• Financial Oversight: Ensuring the lawful collection, safe custody, and authorized usage of public revenues and expenditures.
• Reporting: Submitting independent audit reports directly to the President and the House of Representatives to facilitate legislative oversight.

Legal Mandate

• Constitution: Established under Article 112 of the Zanzibar Constitution of 1984.
• Statutes: Operates under supporting public finance and audit laws governing national financial transparency and accountability frameworks.
