OBJECTIVE OF THE ROLE
- Provide technical safety support to employees and contractors across operations on assignments, reporting to the Safety Specialist.
- Assist the Safety & Health team to develop, implement and monitor the Integrated Safety Management System and OHS Management Plan aligned to AGA/GGM frameworks, ISO 45001 and ISO 14001, ensuring a safe working environment and compliance to maintain GGM's social license in Tanzania.
ROLE ACCOUNTABILITIES
- Advise the Safety Specialist if assigned work is unclear or does not align with available time, resources or current skills, and commit best endeavours to assigned work.
- Assist to develop and implement effective departmental management plans and supporting tools to monitor effectiveness.
- Advise and assist the Safety Specialist to plan, implement and monitor the Integrated Safety Management System, including ISO 45001 and ISO 14001, legal and AGA policy standards.
- Conduct research and recommend safety programs based on new findings.
- Review safety performance and recommend systematic programs to monitor employees, equipment and contractors for compliance with safety practices, standards and requirements.
- Cooperate, conduct and participate in incident investigations with a focus on near-miss and high-potential incidents.
- Support implementation, review and monitoring of targeted safety campaigns and related improvement initiatives.
- Support implementation of the Major Hazards and Critical Controls programs.
- Participate in and coordinate risk assessment programs (BLRA, issue-based and continuous, JSA/Take 5).
- Participate in and coordinate Bow Tie risk assessment programs with departments.
- Prepare inspection plans and manage implementation of daily, weekly, monthly and quarterly inspections, including unplanned inspections, with reporting and follow-up to closure.
- Manage safety systems effectively and efficiently, including training of personnel within area of accountability.
- Enforce hazard identification, reporting and correction management programs.
- Develop PTOs/SAOs plans, undertake planned task observations and assist with development of job safety analyses to approved targets.
- Assist development and regular review of safe work procedures as required.
- Ensure the emergency management program within area of accountability is up to date.
- Evaluate potentially hazardous situations (chemical, physical, ergonomic) and matters related to workers’ hygiene; provide related educational programs.
- Monitor and audit compliance with acts, regulations, policies, codes, procedures and guidelines around health and safety.
- Submit monthly activity reports and other reports as required.
- Train and provide coaching to HSE Representatives within area of accountability.
- Ensure all safety-related support documents are maintained on shared drives.
- Attend OHS and toolbox meetings per ISO 45001 communication, consultation and participation requirements.
- Participate in applicable systems implementation and auditing processes.
- Plan, implement and monitor implementation of the Traffic Management Plan.
- Open Pit and Exploration: provide safety support and guidance to Mining Technical Services, Open Pit operations, Geology and exploration sites, and all contractors; monitor safety compliance on remote exploration sites; be able to operate heavy mobile equipment.
- Underground Mining: provide safety support and guidance to UG operations and contractors; monitor dust suppression with Occupational Hygiene; check refuge chambers (including servicing), crib room housekeeping, UG toilets cleanliness, ventilation with Hygiene personnel, self-rescuer validity, tag board compliance, two-way communications, UG PPE quality; monitor stench gas quarterly; create awareness on refuge chamber usage; monitor refuge chamber chemicals (CO, CO2 Marcsorbs); be able to operate heavy mobile equipment.
- Process Plant: provide safety support and guidance to Process Plant and contractors; facilitate development and implementation of Radiation Safety Principles; develop and implement radiation monitoring programs to ensure compliance with Tanzania National Atomic Energy Regulations and international best practices to achieve ALARA; support implementation of International Cyanide Management Institute requirements (cyanide code compliance, risk assessment, training, emergency response, environmental monitoring, transport and storage, worker health and safety, closure and decommissioning, community engagement); facilitate and follow up applications for radioactive sources usage licenses with the Tanzania Atomic Energy Commission; ensure inventory control and secure storage of radioactive sources; maintain and organise annual calibration of radiation meters.
- Traffic: conduct daily, weekly and monthly vehicle inspections for company, contractors, visitors and suppliers with LME; conduct speed monitoring (e.g., speed gun); conduct routine surveillance of vehicle pre-starts; inspect and audit traffic and safety signage and report with recommendations; load traffic breaches into safety systems and train subordinates; complete NIT training on driving skills.
- Safety Systems: provide technical support on safety systems and new technology; innovate and improve existing systems (e.g., ARC GIS, Baseline Risk Assessment App); train employees and contractors on new technology.
- Maintain site certification to ISO 45001:2018 without major findings.
- Ensure departmental safety objectives and targets are established, up to date, and deliver expected outcomes; ensure OHS objectives and targets are set at the beginning of the year and reviewed quarterly.
- Ensure the departmental safety management system is updated and known to all departmental management and contractors.
- Ensure specific Bow Ties for major hazards are reviewed annually.
- Ensure the site traffic management plan for departmental operations is up to date and communicated to all stakeholders.
- Ensure the site emergency and crisis management plans are up to date and communicated to team members, contractors and interested parties upon request.
- Ensure critical controls monitoring is completed, deviations are investigated, monthly reports submitted to Safety, and over-inspection of critical controls by line management is implemented.
- Assist the Safety Specialist to schedule and complete departmental internal audits twice a year; coordinate external and statutory audits/inspections.
- Support combined assurance reviews and follow up corrective actions for all reported findings.
- Participate in and provide inputs to the annual System Practice Protocol (SPP) review.
- Ensure completion of quarterly self-assessment audit tools on the safety management system for contractors.
- Achieve monthly leading indicators compliance percentages greater than 90%.
ROLE REQUIREMENTS
Education & Qualification
- Tertiary Safety Qualification – Certificate / Diploma / Degree or equivalent Safety (NEBOSH, IOSH, SAMTRAC/SHEMTRAC, Chamber of Mine Safety).
- Management qualification (SDP).
- NOSHC one & two.
- First Aid Certificate or Occupational First Aid.
- Accident/Incident Investigation course work.
- Current Drivers Licence.
Experience
- A minimum of 5–7 years exposure to large-scale Mining Management Systems.
Knowledge & Skills
- Ability to identify potential hazards, advise on minimizing risks and assess controls effectiveness.
- Ability to understand and review EHS systems and manage Occupational Health & Safety programs, including interpreting safety data and information.
- Understanding of site risks and recognition of developing workplace hazards.
- Ability to investigate safety incidents/accidents in a quality manner.
- Ability to facilitate four layers of risk management and Critical Control Verification for major hazard standards.
- Ability to develop safe working procedures and analyse incident trends to develop improvement plans.
- Ability to formulate, present and evaluate training courses; counsel and mentor staff; and maintain confidentiality.
- Strong verbal and written communication with employees, site management and contractors; ability to write reports on HSE performance.
- Ability to facilitate management review and the setting of objectives and targets.
- Ability to establish priorities, follow up and complete tasks; relate to clients; interact with and support other departments.
- Understanding of cultural differences and different methods of motivation; ability to be self-motivated and lead by example.
- Ability to facilitate Bow Tie Analysis.
- Ability to operate heavy mobile equipment.
