Job Purpose
The E-Mobility Specialist supports the effective implementation of the EVOLVE program by contributing to the design and delivery of the programme’s technical assistance (TA) strategy and sequencing. The role leads market intelligence and MSME diagnostics, develops technical content for the e-mobility incubation and acceleration tracks, delivers technical assistance for the acceleration track, coordinates technical consultants, supports donor engagement and reporting, manages risks, engages with private sector actors and financiers in the e-mobility ecosystem, and contributes to programme learning and case studies.
Key Responsibilities
Technical Delivery
- Lead MSME pipeline development for incubation and acceleration tracks using multiple channels to ensure diversity in supported enterprises.
- Lead MSME selection, screening, diagnostics, due diligence, and establishment of KPIs and milestones.
- Support the Programme Manager in cohort structuring and management for the incubation track, including learning modules, peer learning, knowledge exchanges, and boot camp technical support.
- Lead tailored technical assistance for MSMEs in the acceleration track to improve commercial and investment readiness.
- Lead the engagement of expert consultants to provide specialized technical assistance and oversee the quality of their outputs.
- Lead progress assessments of MSMEs against established KPIs and milestones.
- Support the design and delivery of market exposure activities, including matchmaking events, roundtables, networking forums, and trade shows.
- Support the Programme Manager and NMB Foundation in designing the MSME subsidy fund by providing technical and commercial input.
- Verify MSME eligibility for the subsidy fund when required.
- Monitor the performance of subsidy fund recipients and recommend action plans for continued growth or corrective measures.
- Develop guides, toolkits, and templates to support e-mobility enterprises.
- Contribute to documenting programme lessons learned, business cases, and policy insights.
Team Collaboration

Budget Management
- Provide budget inputs for incubation and acceleration activities, including market scoping, MSME diagnostics, workshops, travel, and consultant engagement.
- Work closely with the Country Finance team to prepare realistic cash projections.
- Provide inputs for financial reports and budget revisions as required.
Monitoring, Evaluation and Learning
- Conduct ongoing analysis of markets and market systems affected by programme interventions.
- Conduct regular monitoring visits to programme participants to assess adoption and utilization of programme support.
- Track progress against expected results, identify implementation challenges, and generate evidence for programme improvement.
- Advise the Programme Manager and Monitoring and Evaluation team on effective MSME support approaches.
- Monitor assigned interventions and delivery against the programme results chain.
- Prepare regular updates on incubation and acceleration interventions through:
- Weekly verbal updates.
- Monthly progress checks.
- Quarterly written progress reports.
- Capture lessons learned from interventions and contribute to programme learning.
- Support data collection, analysis, and the use of data for learning.

Experience Requirements
Minimum of four (4) to five (5) years of progressive experience in the energy sector.
Minimum of five (5) years of experience in EV regulations, EV charging infrastructure, EV mobility technical standards, or a combination of these.
