Job Purpose

The role is responsible for the operational management, maintenance, quality assurance, governance support, and distribution of enterprise master and reference data across CRDB Bank. The role ensures that approved master data domains, including Customer, Product, Location, and other strategic entities, are consistently managed through the enterprise Master Data Management (MDM) platform and synchronized across authorized systems. The incumbent administers golden record creation and maintenance, entity resolution, matching and survivorship rules, reference data management, stewardship workflows, and synchronization controls to ensure a single, trusted, and authoritative source of master data for the Bank. The role works closely with Domain Data Owners, Data Stewards, ICT custodians, Data Governance & Quality, Data Architecture & Integration, and business functions to improve data quality, support regulatory compliance, and enable reliable reporting, analytics, digital transformation, and AI initiatives.

Principle Responsibilities

  • Create, maintain and safeguard golden records for priority master data domains (Customer and Product first, then Location and other domains as approved), including match, merge and unmerge decisions, cross-reference of source keys to master identifiers, and clearance of the stewardship exception queue within agreed service levels.
  • Design, configure, test and tune deterministic and probabilistic matching rules, confidence thresholds, source trust ranking and attribute-level survivorship rules, as approved by Domain Data Owners, and track false-positive and false-negative rates to keep the golden record accurate.
  • Define and maintain conceptual and logical master data structures and hierarchies. Manage critical data elements (CDEs), business definitions, and approved attribute standards. Maintain customer relationships, corporate ownership structures, shareholder hierarchies, related-party structures, and household relationships. Ensure alignment with enterprise metadata standards.
  • Own the maintenance of enterprise reference data and code sets (e.g., country, currency, region/district/ward, identity document types, sector and industry codes) and their mappings across T24, channels and the data warehouse, aligned to ISO and regulatory standards.
  • Profile master data, define validation rules at the point of capture, and measure uniqueness, completeness, validity, consistency, accuracy and timeliness; perform root-cause analysis, route recurring defects to source system owners, and coordinate remediation and cleansing initiatives.
  • Specify and monitor inbound (batch/CDC) and outbound (API/publication) master data flows between the MDM hub, T24, channels and the data warehouse; run reconciliation every cycle and resolve synchronisation failures with ICT custodians.
  • Administer master data stewardship workflows and approvals. Support Domain Data Owners & Data Stewards in execution of stewardship responsibilities. Maintain documentation for: business definitions, business rules, business glossary, data lineage, data ownership & reference standards. Contribute to business glossary and metadata catalogue maintenance. Support data governance forums with master data insights and issue escalation.
  • Ensure master data is created, changed and accessed in line with the Personal Data Protection Act 2022, Bank of Tanzania KYC/AML requirements and internal policies; maintain audit trails for merges and overrides, and provide evidence for internal audit, regulatory reviews and data protection impact assessments.
  • Produce master data health scorecards and dashboards (duplicate rate, exception backlog and ageing, synchronisation success, CDE quality) for the Manager, Master Data & Metadata and data governance forums.
  • Contribute to MDM programme delivery, including requirements, solution design reviews, onboarding of new sources and domains, UAT and cutover, and train Data Stewards and front-line staff on master data capture standards.

Qualifications Required

  • Bachelor’s degree in Computer Science, Information Systems, Data Science, Statistics, Information Management or a related field.
  • Certified Data Management Professional (CDMP), MDM/data quality vendor certification (e.g., Informatica, Ataccama, Reltio, Semarchy), or ISO 8000 data quality certification; a Master’s degree in a data-related field are added advantages.
  • Minimum of 3 years of experience in Master Data Management (MDM), Data Governance, Data Quality Management, Metadata Management, Data Stewardship, or a related data management environment.
  • DAMA-DMBOK2 knowledge areas, in particular Reference & Master Data, Data Quality, Metadata, Data Governance, and Data Integration & Interoperability.
  • MDM architecture styles (registry, consolidation, coexistence, centralised), entity resolution, survivorship, golden record and hierarchy management concepts.
  • Banking master data domains: customer/KYC (individual and corporate), related parties, product, account and location data; Personal Data Protection Act 2022 and Bank of Tanzania KYC/AML requirements.
  • T24 core banking customer and product data structures; ISO 8000, ISO 3166 and ISO 4217 reference data standards; integration patterns (batch ETL, CDC, APIs, event streaming).
  • Advanced SQL (Oracle/SQL Server) for data profiling, duplicate analysis, reconciliation and rule testing.
  • Hands-on configuration of an MDM or data quality platform (e.g., Informatica MDM/IDQ, Ataccama ONE, Reltio, Semarchy xDM, IBM InfoSphere MDM, Microsoft Purview); Python is an advantage.
  • Data modelling skills for party, product and hierarchy models, and ability to translate business rules into executable matching, validation and survivorship rules.
  • Operate approved match, merge, unmerge and source-key cross-reference processes, investigate exceptions, protect traceability of stewardship decisions, and maintain audit trails for decisions and overrides while reporting duplicate rates, exception ageing, synchronisation success and master-data quality.
  • Configure, test and monitor approved matching, confidence, source-trust and survivorship rules; profile and monitor master-data quality; implement approved validation and matching controls; and recommend tuning based on measured false matches and missed matches while escalating systemic defects through the enterprise Data Quality process.
  • Define functional entity, hierarchy, relationship and attribute requirements with Data Owners and Data Modelers; Data Architecture retains model-design authority; document MDM definitions, rules and lineage with the Metadata and Lineage specialists; and ensure changes are reflected in the catalogue.
  • Administer approved enterprise code sets and mappings, maintain version history, and route proposed value changes to the responsible business owner for approval.
  • Monitor approved inbound and outbound master-data flows, reconcile distribution results, and coordinate engineering fixes with Integration and ICT teams.
  • Operate stewardship queues and change workflows, maintain evidence, and escalate unresolved or cross-domain decisions to the Manager and accountable Data Owner.
