About The Opportunity
DT Global is seeking expressions of interest from national or international Team Leaders for an anticipated Solid Waste Management Project under the Dar es Salaam Metropolitan Development Project – Phase 2 (DMDP 2).
The DMDP 2 aims to address Dar es Salaam’s urban challenges by strengthening the city’s solid waste management (SWM) system. The project will focus on the design, implementation, and upgrading of the Local Government Solid Waste Management Services Framework and Delivery System, enhancing efficiency, accountability, and sustainability in SWM across five municipal councils. The assignment will support the President's Office, Regional Administration and Local Government Tanzania (PO-RALG) and municipal authorities in enhancing efficiency, accountability, and sustainability in solid waste management, and is expected to run for 20 months.
About The Role
The Team Leader will provide overall leadership, technical direction, and coordination of project activities, ensuring quality and timely delivery of outputs in alignment with client expectations.
The key responsibilities of the Team Leader – Solid Waste Management Expert include:
- Leading the design and implementation of the solid waste management framework and service delivery model for Dar es Salaam.
- Coordinating and supervising a team of national and international experts across technical, institutional, and community engagement areas.
- Overseeing data collection, baseline analysis, and design of operational systems for improved waste management.
- Engaging with PO-RALG, municipal authorities, and stakeholders to ensure alignment with policy and institutional priorities.
- Providing technical input in capacity building, policy formulation, and institutional development components.
- Preparation of reports and documentation ensuring quality, coherence, and timely submission of all deliverables
About You
The ideal candidate will bring the following qualifications and experience:
- A bachelor’s degree in Engineering and a master’s degree in Public Administration, Management, or Economics from an accredited university.
- A minimum of twenty (20) years of professional experience, of which at least twelve (12) years shall have been in a senior management position or as Chief Operator of a major solid waste management facility.
- Demonstrated experience working in developing countries, preferably in assignments related to solid waste management or urban infrastructure development.
- Proven leadership, coordination, and communication skills, with the ability to effectively engage with clients, team members, regulatory agencies, and other key stakeholders
