Job Description

The Reaching Impact, Saturation and Epidemic Control (RISE) project is funded by the U.S. Department of State (DoS) to support malaria prevention, diagnosis, treatment, surveillance, and monitoring and evaluation activities across Mainland Tanzania and Zanzibar. Implemented in close collaboration with the National Malaria Control Programme (NMCP), the Zanzibar Malaria Elimination Programme (ZAMEP), and Regional Administration and Local Government (RALG) structures, the project strengthens alignment with national malaria strategies, improves service delivery quality, and enhances health system performance and resilience.

The current implementation period (December 2025 to September 2026) requires intensive, time-bound, multi-region field execution supported by strong implementation management, effective stakeholder coordination, and consistent follow-through.

The Digital Health Officer (DHO) provides technical support for the design, development, configuration, enhancement, and routine operation of digital health and monitoring systems under the RISE Tanzania Malaria Program. Reporting to the MERL Advisor, the DHO supports health information systems, mobile health (mHealth) tools, and interoperable digital platforms that enable timely, accurate, and actionable data use for malaria surveillance, service delivery monitoring, and adaptive management. The role focuses on DHIS2, mobile data collection tools, and interoperable digital solutions aligned with national health information systems. Working closely with the MERL Advisor, the DHO supports NMCP and ZAMEP surveillance and M&E teams to ensure digital systems are functional, user-friendly, secure, and responsive to programmatic and reporting needs.

Responsibilities

Digital Health Systems Implementation and Support

  • Provide technical support for configuration, customization, and routine operation of DHIS2 and related digital platforms for malaria surveillance, prevention, diagnosis, treatment, and service delivery reporting.
  • Support the design, deployment, maintenance, and troubleshooting of mobile health (mHealth) tools, including Android-based applications and backend system components.
  • Assist with system enhancements, updates, and version upgrades to ensure stability, performance, scalability, and data security.
  • Support data migration and interoperability between project-specific digital tools and national health information and surveillance systems.

Health Information Systems and Routine Reporting

  • Support use of national health information and surveillance systems (e.g., DHIS2, eIDSR, UCS, and other approved platforms) for routine malaria reporting.
  • Support timely, complete, and accurate digital reporting to enable routine performance monitoring, micro-stratification, case-based management, and adaptive program decision-making.
  • Supporting automation of data extraction, aggregation, and reporting workflows to facilitate routine analysis and visualization using Power BI or similar tools.

Data Quality Assurance and System Integrity

  • Support implementation of routine data quality checks, validation rules, and system controls at facility, council, and regional levels.
  • Support identification, documentation, and resolution of data discrepancies in collaboration with MERL Officers, field teams, and government counterparts.
  • Ensure appropriate user access controls, system documentation, version management, and compliance with national data protection policies and donor requirements.
  • Monitor system performance and support timely troubleshooting and resolution of technical issues affecting data availability, accuracy, or usability.

Data Use, Analytics, and Learning

  • Support development and maintenance of dashboards, routine reports, and visual summaries that enable interpretation and use of digital data by field teams and management.
  • Support translation of programmatic reporting, learning, and adaptive management needs into functional digital system requirements.
  • Contribute to learning and performance review processes by ensuring availability of reliable, timely digital data and system documentation.

Capacity Building and User Support

  • Provide routine technical support and troubleshooting to project staff, government counterparts, and implementing partners using DHIS2 and other digital health tools.
  • Support training and on-the-job mentoring of users on digital reporting tools, workflows, dashboards, and data use practices.
  • Contribute to development, updating, and dissemination of user manuals, SOPs, job aids, and guidance materials related to digital health systems.

Required Qualifications

  • Bachelor’s degree in computer science, Information Systems, Software Engineering, Health Informatics, Digital Health, or a related field required.
  • At least 5-6 years of progressively responsible experience in community engagement, demand-side programming, or health promotion within donor-funded health programs.
  • Minimum of three (3) years demonstrated experience designing, developing, and supporting DHIS2-based systems and mobile health (mhealth) solutions within health or development programs.
  • Proven experience developing web-based applications using Java/J2EE and associated frameworks such as Spring, Struts, Apache Velocity templates, and hibernate.
  • Strong programming skills in Python, JavaScript, and SQL, with demonstrated experience developing and consuming APIs and integrating web-based systems.
  • Demonstrated experience working with relational database management systems, including MySQL, PostgreSQL, Oracle, and other SQL-based environments.
  • Experience developing, packaging, and maintaining Android Package Kit (APK) components and supporting Android-based mobile health applications.
  • Solid understanding of service-oriented architecture (SOA) design principles and web service development standards, including REST, SOAP, and JSON.
  • Experience with client-side scripting and web technologies, including JavaScript, jQuery, HTML5, and related frameworks.
  • Basic understanding of data modeling concepts and data warehouse technologies as applied to health information systems.
  • Familiarity with APIs and interoperability frameworks used to integrate mobile health applications with DHIS2 and other national health information systems.
  • Strong knowledge of Tanzania Health Management Information Systems, including DHIS2 reporting workflows and digital health architecture.
  • Ability and willingness to travel up to 20-25% of the time to project-supported locations.

Preferred Qualifications

  • Strong interpersonal, facilitation, and written communication skills in English; fluency in Kiswahili required.
  • Demonstrated experience providing user support, facilitating training, and building technical capacity of individuals and institutions on digital health tools and systems.
