Request for Proposal
Consultancy Services to develop high-quality guides to support technical political decision making at local and national levels, relating to sustainable decentralized sanitation services.

BORDA is a German NGO with offices in more than 25 countries worldwide. BORDA has been active in
Tanzania since 2009 – with the aim to improve the living conditions of disadvantaged communities and to
keep the environment intact through the expansion of sanitation services in the areas of decentralised
sanitation, wastewater, faecal sludge, solid waste management and holistic livable city planning. We work
with local governments and enterprises to improve communal planning processes, sanitary supply
structures and services in cities at variety of scales and applications.
As part of the BMZ funded project “Improve basical sanitation, design livable and inclusive cities” in
Tanzania (between 2022-2024), BORDA has recently implemented two sanitation sensitive decentralized
infrastructure measures (including the measures for collection, treatment and upgrading of water for
reuse) together with city and local government authorities and service providers in the locations of
Zanzibar (West A) and Korogwe:

1. Zanzibar-WEST A Municipal Council Faecal Sludge Treatment Plant (FSTP)

The Kizimbani Faecal Sludge Treatment Plant (FSTP) constructed in 2020 Financed by Water AID. In
2022, BORDA renovated the infrastructure, and provided emptying equipment, in order to establish
operationalisation of the system. The system is located at Kizimbani wards, owned and operated
by the West “A” Municipal Council. The FSTP was established with the aim of receiving faecal
sludge by motorised service trucks or tricycles, from the surrounding residents of Mtopepo,
Munduli and Kizimbani. The system has a capacity to treats about 10 cubic meters per day.
2. Korogwe FSTP
The construction of Korogwe FSTP was finalised in 2024. The system is located at Bagamoyo ward,
owned and operated by Korogwe Water Supply and Sanitation Authority (WSSA). The FSTP was
established to provide wastewater management solution to Korogwe town by receiving fecal
sludge by motorised trucks. The system has capacity of treats 10 cubic meter per day

Rationale for the ToR
BORDA Tanzania seeks to outsource a qualified and experienced consultant who will support the BORDA
implementation team on the following two assignments:
Part 1: Develop two high quality guides, based on the experiences and lessons learnt during
implementation of decentralised sanitation solutions in Tanzania as part of the BMZ project, both of which should include the following content:
• The instruments used in the two partner cities of Zanzibar, Korogwe
• Recommendations for further action, to support the further creation of adequate framework
conditions for widespread adoption of effective decentralised sanitation solutions across the
country.

1. Participatory processes for infrastructure planning and development:

• 5-minute (approx.) mini-documentary video
• Blog posts on relevant online forums (e.g. SuSanA)
• Short graphic publication (15-20 page booklet)
• Recommendations for actions dissemination

The guides on the above topics shall be communicated in high-quality using graphic design and publications
and digital media to support dialogue and decision-making within Tanzania. The BORDA team will introduce the above deliverables during specialised political dialogue forums in October and November 2024, with local and national level key stakeholders. The successful consultant shall apply the ToR as described in section 4 of this document. He/She will be working closely with the BORDA implementation team to achieve the development of the professional and high-quality deliverables, as mentioned above.
This ToR shall form the basis of deliverables, and eventual contractual arrangements with the successful
consultant.
General Guiding Principles
1. Compliance
The developed guidelines should comply with national sector norms and standards and be coherent
with the national water and sanitation policy as well as the sanitation act. A review of the existing
publications on the selected topics be clearly assessed to avoid duplication of efforts.
2. Participatory approach
The publications should be prepared in a participatory manner indulging key sector stakeholders and
intended audience.
3. The gender Aspect
The human rights and gender equality considerations be prioritised and BORDA’s result based
approach should also guide the development of the publications. With an independent and impartial
attitude encouraged in the publications’ development process.

Individual Consultant Profile:
• Masters degree in environmental, civil engineering, environmental/water resource management or
other relevant field
• Minimum 5 years' work experience in East Africa, Tanzania specific experience desirable
• Minimum 5 years' work experience in:
        -Data collection, analysis and visualisation
        -Research design: mixed method approach, qualitative and quantitative)
        -Experience in development of sanitation guidelines and policy recommendations in Tanzania or similar context.
• Experience implementing decentralised sanitation solutions, specifically:
   -Faecal sludge management
   -Business models for operation and maintenance
• Addition experience desirable:

-Experience in developing short informative documentary films
-Experience in developing dissemination strategy
