Job Purpose

To provide strategic oversight, coordination, and governance of multiple related IT&DT projects and programs to ensure successful delivery of the Bank’s strategic initiatives, realization of business benefits, alignment with organizational objectives, and optimization of resources across projects. The role oversees Project Managers and cross-functional teams to ensure projects are delivered within agreed timelines, quality standards, scope, budget, and governance frameworks.

Principle Responsibilities

  • Oversee and coordinate multiple ICT and Digital Transformation projects within the assigned program portfolio to ensure alignment with the Bank’s strategic objectives and priorities.
  • Provide strategic direction, governance, and support to Project Managers and project teams throughout the project lifecycle.
  • Monitor and manage overall program performance, including timelines, budgets, scope, risks, dependencies, quality, resource allocation, and benefits realization.
  • Establish and maintain effective program governance frameworks, methodologies, standards, reporting mechanisms, and executive communication channels.
  • Review and consolidate project plans, status reports, risk registers, issue logs, and implementation updates to ensure effective oversight and decision-making.
  • Manage interdependencies across projects and escalate critical risks, issues, and bottlenecks requiring management intervention.
  • Ensure all projects comply with the Bank’s policies, procedures, security standards, architecture requirements, and regulatory guidelines.
  • Coordinate stakeholder engagement with Executive Management, Steering Committees, Business Units, vendors, consultants, and other external stakeholders.
  • Drive effective budget planning, utilization tracking, vendor management, and cost optimization across the program portfolio.
  • Support change management, user adoption, system integration, testing, implementation, and transition to support teams to ensure successful delivery of solutions.
  • Facilitate governance meetings, track closure of audit findings and action items, and ensure implementation gaps are addressed timely.
  • Drive continuous improvement in program and project delivery standards while mentoring and coaching Project Managers and project teams to enhance delivery capability and performance.
  • Prepare consolidated program reports highlighting progress, milestones, risks, budget performance, and benefits realization for Executive Management.

Qualifications Required

  • Bachelor’s degree in software engineering, Computer Science, Information Technology, Business Information Systems, or related discipline from a recognized university.
  • Experience of at least 5 years in managing ICT Projects/Programs, with proven experience overseeing multiple complex projects simultaneously.
  • Professional certification in Program and Project Management such as PMP, PRINCE2, MSP, PgMP, Agile, or Scrum is an added advantage.
  • Experience in Digital Transformation, Banking Systems, Systems Integration, or Enterprise-wide technology initiatives in the financial services industry is an added advantage.
  • Demonstrated knowledge of program and project management principles, including governance, risk management, and benefits realization.
  • Strong understanding of ICT systems, software development lifecycle, and systems integration within digital transformation initiatives.
  • Solid expertise in banking operations and regulatory environments, combined with strong financial and budget management capabilities.
  • Proven experience in change, vendor, and contract management, supporting organizational transformation and effective service delivery.
  • Strong experience in strategy execution, program/portfolio management, and governance, ensuring effective delivery and performance tracking.
  • Proven leadership and stakeholder management skills, including communication, negotiation, and decision-making.
  • Expertise in risk, financial, and operational management, covering budgeting, issue resolution, and systems implementation oversight.
