Technical Operations Manager – Zanzibar

QUALIFICATIONS AND EXPERIENCE

• Bachelor’s Degree in:
  • Telecommunications
  • Electrical Engineering
  • Or a related field
• 4+ years of hands-on experience in:
  • Telecom field operations
  • Network maintenance
• Experience with regional or multi-site responsibility is ideal.
• Willingness to be based in or travel extensively within the assigned region.
• Must have a valid driver’s license.

CORE RESPONSIBILITIES

• Manage all technical field operations for the assigned region, adhering to the highest standards and SLAs.
• Plan, design, implement, manage, and optimize the FTTx OSP within the region, in line with network standards.
• Own preventive and reactive maintenance of the OSP, including:
  • Metro
  • FTTx
  • Backbone
• Manage OSP maintenance for both:
  • B2B infrastructure
  • B2C infrastructure
• Ensure maintenance activities within the region meet PM schedule targets.
• Lead incident management to ensure:
  • MTTR
  • SLA assurance
• Conduct root cause analysis and implement corrective actions.
• Ensure QC checks are carried out on completed:
  • Maintenance work
  • Installation work
• Act on systemic quality findings.
• For regions outside Dar es Salaam, take responsibility for:
  • Wireless PTP infrastructure
  • Wireless PtMP infrastructure
• For regions outside Dar es Salaam, oversee subscriber Service Delivery operations, including:
  • Connection
  • Support
• Ensure Service Delivery operations are performed in line with:
  • Service Delivery SLAs
  • Service Delivery standards
• Manage contractors operating in the region and hold them accountable to:
  • SLA requirements
  • Quality standards
• Manage and develop the regional team, including:
  • Access Network Team Leader / QC Technicians in Dar es Salaam regions
  • Field Ops Technicians in upcountry regions
• Manage on-call rotas.
• Implement:
  • Backup encryption
  • Secure data transmission

COMPETENCIES

• FTTx OSP operations and maintenance practices.
• Incident management, MTTR, and SLA governance.
• Fiber testing and quality standards, including:
  • OTDR
  • Splice loss
  • Power budget
