Job Description
The DARSAFI project’s goal is to prevent plastic waste originating from the Dar es Salaam metropolitan area to enter the marine environment by strengthening the city’s municipal waste management systems. The project adopts a three-tier approach (Policy, Capacity Building, and Infrastructure) targeting key sectoral gaps in plastic waste management (SWMp).
BORDA is seeking a highly skilled and motivated Capacity Development Facilitator (CDF) professional to facilitate the design, development, and implementation of stakeholder capacity-building programs for a solid waste management project. This role will focus on supporting the feasibility study, site selection, operator selection, awareness creation with LGA, awareness creation in the target community, stakeholder capacity building, marketing campaigns, and establishment of operations in a new system.
Key Responsibilities:
Feasibility Study:
In collaboration with other project partners, the CDF will facilitate data collection and community engagement proccesses including stakeholder communication will with stakeholders at the community level, introducing enumerators, collecting relevant data for awareness and marketing campaigns, identifying potential community groups, and assessing stakeholders' gaps and knowledge, attitudes, and practices (KAPs) for the behavior change program. Participate in data validation sessions.
Project Site Selection:
Support the development of criteria for site selection and identify sites for implementation and infrastructure based on the established criteria.
Awareness Creation and Implementation of Behaviour Change Campaigns:
- Support the design and execution of a comprehensive behaviour change campaign (BCC) targeting local households in identified sub-wards.
- Support the development and implementation of strategies to promote source separation and recycling at the household level, focusing on organic and non-organic waste segregation.
- Coordinate clean-up events, sanitation bazaars, door-to-door visits, and media campaigns to raise awareness and drive community participation.
- Strengthening and Establishing Solid Waste Management Service and Operation of New Infrastructure:
Operational System set up:
- Support the recruitment of service providers (operators) to strengthen the solid waste collection system at the community level and operate the new solid waste infrastructure.
- Support to implement, operate, maintain, and manage a pilot system, a core component of the DARSAFI project.
Curriculum Development:
- Provide input into the development of capacity-building curricula for community stakeholders based on the findings of the need’s assessment.
Training Program Facilitation:
- Support the facilitation of training sessions for various stakeholder groups.
- Provide hands-on training and capacity-building opportunities to key actors, such as waste collectors and MRF operators.
Stakeholder Engagement and Communication at the Community Level:
- Provide input into the development and distribution of educational, information, and communication (EIC) materials to raise awareness of the importance of solid waste management practices and behavioural change.
- Collaborate with community leaders and private sector partners to ensure the success of training and engagement activities.
Monitoring and Evaluation:
- Provide progress and monitoring reports (field reports) based on the impact of capacity-building efforts and behaviour change campaigns.
- Provide regular feedback on stakeholder engagement outcomes and training effectiveness, and assist in preparing progress reports and evaluations for stakeholders and project partners.
POSITION REQUIREMENTS:
Education:
- A university degree in Project Management, Business Administration, Sociology, Community Development, Environmental Studies, or a related field is required.
- A Master's degree will be an added advantage.
Work Experience:
- BORDA seeks an outstanding, hands-on, highly motivated, innovative, results-driven, and resourceful individual with at least five years of proven experience in:
- Solid waste management, with a focus on plastic waste.
- Stakeholder engagement, especially with local government and community stakeholders.
- Community awareness-raising and behaviour change programs related to environmental management.
- Supporting institutional capacity development in the context of public service and environmental initiatives.
Functional Competencies:
- Strong proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, etc.) and online communication tools.
- Excellent organizational, administrative, reporting, and communication skills.
- Ability to work independently, meet tight deadlines, and produce high-quality outputs.
- A motivated self-starter with a passion for environmental issues and community-based work.
- A collaborative team player with an interest in working directly at the community level to foster effective change.
- Ability to perform other duties as may be assigned by the supervisor.
